Preparations for execution regulation in AKP and MHP: Early release on the agenda

The Vision Document prepared for the AKP's 25th anniversary signaled that criminal and execution legislation will be reconsidered. On the ruling party front, simplifying different practices in the execution system, as well as conditions for probation, conditional release, and early release, are on the agenda.

The Vision Document prepared for the AKP's 25th anniversary gave a message regarding a new regulation for criminal and execution legislation. According to party sources, topics in the judicial field are expected to come to the agenda in stages after the opening of the Turkish Grand National Assembly (TBMM).

It is stated that after the framework law prepared within the scope of the second opening, which the government calls a "Terror-Free Turkey," the penal execution system may also be reconsidered.

According to the report in Türkiye Gazetesi, it is reported that the AKP and MHP are focusing on simplifying different practices in the execution regime and eliminating inequalities that are stated to have emerged among convicts who received similar sentences.

PROBATION AND EARLY RELEASE TOPICS

AKP sources stated that they attach importance to making the execution law "simpler, fairer, and more egalitarian." In the evaluations of party jurists, the view that individuals who have committed a crime only once in their lives and are deemed unlikely to reoffend with support could be released early within the scope of probation and conditional release conditions came to the fore.

MHP Deputy Chairman Feti Yıldız had also previously pointed to the need for regulation by saying that the execution law had turned into a "patchwork quilt." Yıldız had used the expressions, "From now on, changes will definitely be made to the Law on Political Parties, the Election Law, and execution law."

The following statement was included in the AKP's Vision Document regarding the principles under which the regulations will be handled:

"Criminal and execution legislation will be handled in line with the principles of deterrence, equity, protection of the victim, and the reintegration of the convict into society."
