Presidency of Religious Affairs to hire 4,000 personnel: Here are the application requirements

The Presidency of Religious Affairs has announced that it will recruit 4,000 religious officials to be assigned to its provincial organizations. The application requirements and criteria have been determined.

Accordingly, the Diyanet will hire 4,000 contract personnel for vacant positions in its provincial organization based on the results of an oral examination. Candidates will be selected based on their KPSS scores and oral exam grades.

DİYANET TO HIRE 4,000 PERSONNEL

The oral examination will consist of an interview covering the Quran, religious knowledge, and oratory skills.

In a statement released on the Presidency's official website, it was stated: "In order to be employed in vacant 4/B contract positions within the Provincial Organization of our Presidency of Religious Affairs, Candidate Religious Officials (Imam Hatips) will be recruited to the Diyanet Academy based on the results of an oral examination to be conducted by the Presidency, from among candidates up to three times the number of vacant positions announced, based on the 2024 Public Personnel Selection Examination (KPSS) Group B score ranking."

HOW TO APPLY?

Applications must be made in person by candidates who meet the requirements between December 30, 2024, and January 10, 2025 (at 16:30) via the website "sinav.diyanet.gov.tr".

Applications from candidates who do not complete the pre-application via the Presidency's "sinav.diyanet.gov.tr" address and who do not complete the application approval process at provincial/district mufti offices will not be considered.

WHAT ARE THE APPLICATION REQUIREMENTS?

1. Meet the general requirements specified in subparagraph (A) of Article 48 of the Civil Servants Law No. 657,

2. Meet the common qualification requirements set forth in the Presidency of Religious Affairs Appointment and Transfer Regulation,

3. Possess the educational qualifications specified in the table as of the final day of the application period,

4. Have obtained a minimum score of 50 in the 2024 KPSS from the KPSSP124 score type for undergraduate graduates, KPSSP123 for associate degree graduates, and KPSSP122 for secondary education graduates,

5. Have no impediment to performing the duties of the position applied for,

6. Be a Hafiz (for candidates applying to +Hafiz quota groups),

7. Not currently be employed as a permanent or contract staff member within the Presidency's organization in the position for which recruitment is being conducted.

• Candidates will be able to apply for the exam for only one quota group.

• Applications will not be accepted from those who have left their positions due to the termination of their contract while serving in a contracted position, unless they are exempted under Article 1 of the Principles Regarding the Employment of Contracted Personnel, and one (1) year has not passed since the date of their contract termination.

If this situation is discovered later, their contracts will be canceled even if they have already been placed.

APPLICATION PROCEDURES

A. Application procedures for candidates with higher education degrees and secondary education graduates whose graduation information is available electronically;

1. Applications must be made personally by candidates who meet the application requirements between 30.12.2024 and 10.01.2025 (at 16:30) via the address “sinav.diyanet.gov.tr”.

2. The undergraduate and associate degree status of higher education graduates will be verified electronically. Candidates whose higher education information is not available electronically must have their graduation information registered electronically through the relevant institutions (universities) before starting the application process.

B. Application procedures for secondary education graduates whose graduation information is not available electronically

1. Candidates whose secondary education information is not available in the electronic systems of the relevant institutions will enter their secondary education information manually into the fields on the application screen and upload their graduation documents in PDF format to the relevant section on the application screen.

2. For candidates in this situation, the application approval process will be carried out by the Department of Personnel Systems, Training, and Examinations under our Presidency's General Directorate of Human Resources following the necessary checks.

C. Other matters regarding the application process

1. Candidates who wish to apply for hafiz groups whose hafiz status information does not automatically appear on the application screen will be able to submit their applications after registering their hafiz status through the mufti offices.

2. Candidates themselves will be responsible for ensuring that the application process is carried out accurately, completely, and in accordance with the matters specified in the announcement.

3. After the application period ends, no changes will be made to a candidate's application information for any reason whatsoever.

4. Applications that do not comply with the principles set forth in this announcement will not be accepted.

INVITATION TO THE EXAM, LOCATION, DATE, FORMAT, AND SUBJECTS OF THE EXAM

1. If the number of applications exceeds the quota allocated for the group, candidates will be invited to the oral exam, starting from the candidate with the highest KPSS score, up to 3 (three) times the number of announced vacancies.

In the event that there is more than one candidate at the final rank based on the KPSS score order within the quota group, all such candidates will be invited to the oral examination.

2. In the event that there are fewer applications than the announced quota for each group, or if there are an insufficient number of successful candidates in each group following the oral examination, the remaining vacant quotas may be transferred to other quota groups based on application density (taking into account the ratio of vacant quota numbers to total applications in other groups).

3. The oral examination will be held in the examination centers to be established in: a) For the Faculty of Theology quota group; Istanbul, Manisa, Antalya, Konya, Samsun, Trabzon, Gaziantep, Diyarbakir, Van, Yozgat, and Bolu

b) For the İmam Hatip High School (IHL) + Hafiz quota group; Bursa, Denizli, Kayseri, Ordu, Sanliurfa, and Erzurum

c) For the Faculty of Theology + Hafiz, Associate Degree in Theology + IHL + Hafiz, and Associate Degree in Theology + IHL quota groups; in Ankara.

4. Candidates will select their preferred examination center for the oral exam in the relevant section of the application screen. Requests for changes to the examination center after the applications have been approved will not be considered.

5. In case of high application volume at examination centers, the candidates' examination centers may be determined by the Presidency.

6. The examination date will be announced following the necessary preparations after the completion of applications. 7. Examination Topics:

a) Holy Quran (70 points), b) Religious knowledge (Creed, worship, life of the Prophet, and ethics) (20 points), c) Oratory (10 points). 8. In determining the competencies of candidates who will participate in the oral examination, the “Candidate Religious Official Competencies” published on the official website of the Presidency will be taken as a basis.

9. Candidates must bring their “Examination Entrance Document” indicating the date and place of the exam, along with one of their identification documents (national identity card, ID card, or passport) when arriving for the exam.

Candidates who do not have an identification document and an examination entrance document will not be admitted to the exam. No document other than a national identity card, ID card, or passport will be accepted as an identification document.

10. Candidates who are entitled to take the exam but do not attend on the announced exam dates will be considered to have forfeited their right to the exam. Candidates in this situation will not be granted a second exam opportunity.

OBJECTIONS TO EXAMINATION RESULTS

1. Candidates must submit their objections regarding the examination results within 7 (seven) days from the date the examination results are published to the “Correspondence Address” specified under the “CONTACT” heading of this announcement.

Objections not submitted within the specified period or not made in the manner stated under the 'OTHER MATTERS' heading will not be taken into consideration.

2. The results of the objections will be notified to the candidates within 15 (fifteen) days at the latest.

EVALUATION AND SUCCESS RANKING

1. To be considered successful in the exam, it is necessary to score at least 70 (seventy) points.

2. The success ranking will be based on the oral exam score. In case of a tie in oral exam scores, priority will be given to the candidate with the higher KPSS score, followed by the one with the earlier graduation date on the diploma used for the KPSS application, and then the older candidate.

3. Among those who are successful, a number of candidates equal to the number of announced positions will be entitled to enter the Diyanet Academy as Candidate Religious Officials. The others will be ranked as alternates.

PLACEMENT PROCEDURES FOR CANDIDATE RELIGIOUS OFFICIALS AT THE DIYANET ACADEMY

Other matters regarding the preference/placement procedures for the centers where the candidate religious officials entitled to enter the Diyanet Academy will receive training will be announced separately by the Presidency of the Diyanet Academy.
