Presidential Chief Advisor Uçum's statement on 'Right to Hope': Öcalan is also included in its scope

A flash statement on the 'Right to Hope' has come from the Palace. Mehmet Uçum, Chief Advisor to AKP President Erdoğan, quoted MHP's Feti Yıldız's post on the 'Right to Hope' on his social media account and said, "Öcalan is also included in its scope."

Following the remarks made by MHP Chairman Devlet Bahçeli at his party's group meeting on February 3, where he said, "Until Anatolia finds peace, Öcalan finds hope, the Ahmet's return to duty, and Demirtaş returns to his home," debates regarding the 'right to hope' for PKK terrorist organization leader Abdullah Öcalan have flared up.

While the debates continue, MHP Deputy Chairman Feti Yıldız shared information on his social media account regarding the execution law concerning the scope of the "right to hope."

Mehmet Uçum, Deputy Chairman of the Presidential Legal Policies Board and Chief Advisor to AKP Chairman and President Recep Tayyip Erdoğan, quoted Yıldız's X post on his own social media account and stated, "Öcalan is also included in the scope of these convicts. That is all there is to the matter."

"ÖCALAN IS ALSO INCLUDED IN THE SCOPE"

The statement made by Mehmet Uçum on his X social media account is as follows:

"A NOTE REGARDING THE ESSENCE OF THE RIGHT TO HOPE!

Yes, the right to hope is not a release opportunity specific to an individual or aimed at Öcalan, as Feti Bey has explained in detail.

The right to hope is not, in general, a direct opportunity for release either.

The right to hope is the granting of the possibility—or more accurately, the hope—of conditional release to everyone who has been sentenced to remain in prison for life.

In other words, as stated, the right to hope is the hope of conditional release. When this opportunity is granted to convicts who are currently outside its scope, the principles of conditional release will still be applied. Procedures will be carried out according to the decision of the Administration and Observation Board, which will conduct an evaluation at least every six months, or the Execution Judgeship in case of an objection. It will not be an automatic application.

The convicts who fall within the scope of the right to hope are as follows:

Those who have received aggravated life imprisonment for certain crimes,

terrorist offenders whose past death sentences were converted to life imprisonment or aggravated life imprisonment, and

those who have received aggravated life sentences as terrorist offenders.

Öcalan is also included in the scope of these convicts. That is all there is to the matter."
