Presidential Circular on the '5th National Action Plan on Combating Violence Against Women' published in the Official Gazette: Zero tolerance for violence

The '5th National Action Plan on Combating Violence Against Women,' which will be in effect between 2026 and 2030, has been published in the Official Gazette with the signature of President Recep Tayyip Erdoğan. 

The circular states that preventing violence against women requires a multilateral, interdisciplinary, and holistic approach, as well as the shared will and responsibility of all segments of society. It was noted that ensuring cooperation and coordination among public institutions and organizations, universities, local governments, non-governmental organizations, and the private sector is of great importance in the work to be carried out during this process. Since 2007, four national action plans have been implemented in Turkey, defining policy priorities and the responsibilities to be undertaken by the parties in the fight against violence against women.

The 5th National Action Plan on Combating Violence Against Women, which is built upon the experience gained to date from efforts carried out with determined and comprehensive cooperation, focuses on current needs, and sets out the vision for 2026-2030, was prepared under the coordination of the Ministry of Family and Social Services (the Ministry). The Action Plan will be published on the Ministry's official website (www.aile.gov.tr).

The Action Plan, which aims to 'Prevent All Forms of Violence Against Women with the Principle of Zero Tolerance for Violence,' will assign various duties and responsibilities to relevant public institutions and organizations, universities, local governments, non-governmental organizations, and the private sector within an intersectional and holistic strategic framework. In order for the Action Plan to achieve its purpose and strategic goals, the aforementioned institutions and organizations are expected to integrate and implement the strategies and activities included in the Action Plan into their own plans, programs, and budgets. Inter-institutional coordination in the implementation of the Action Plan will be provided by the General Directorate on the Status of Women of the Ministry of Family and Social Services.

The monitoring and evaluation processes of the Action Plan will be carried out through a monitoring system established by the Ministry. Within the scope of monitoring and evaluation, institutions and organizations will enter the work they have carried out regarding the activities for which they are responsible into the monitoring system according to the procedures determined by the Ministry. Accordingly, the annual monitoring report to be prepared by the Ministry will be sent to the Presidency and published on the Ministry's official website.

In this regard, the circular requested that all institutions and organizations meticulously fulfill their duties and responsibilities within the scope of the '5th National Action Plan on Combating Violence Against Women (2026-2030).'
