Privatization decision for 54 properties: Revenues to be transferred to Ministry of National Defense projects
With a Presidential Decree published in the Official Gazette, 54 properties and the structures on them across Turkey have been included in the scope of privatization. While the process is planned to be completed by the end of 2028, the revenue generated will be transferred to Ministry of National Defense projects.

Presidential Decree No. 11106, dated March 25, 2026, was published in the Official Gazette on March 26. With the regulation, which entered into force with the signature of AKP Chairman and President Recep Tayyip Erdoğan, a total of 54 properties and the structures on them were included in the scope and program of privatization.
DIFFERENT METHODS MAY BE APPLIED
The decree stated that the properties in question could be evaluated through methods such as sale, leasing, revenue-sharing models, or the establishment of rights in rem other than ownership. The privatization processes are targeted to be completed by December 31, 2028.
REVENUES TO BE TRANSFERRED TO MSB PROJECTS
According to the regulation, the revenue to be obtained from the privatization process will be transferred to the Treasury after deducting expenses. It was stated that this resource would be used for the Ministry of National Defense's building, facility, and housing projects, as well as for its Strategic Target Plan and investment programs.
It was noted that the decision was taken in accordance with the relevant provisions of Law No. 4046 on Privatization Practices and Decree-Law No. 703.
CONCENTRATION IN ANKARA STANDS OUT
In the list attached to the decree, Ankara was among the prominent provinces. It was observed that a large number of parcels within the same block, particularly in the Hasanoğlan neighborhood of the Elmadağ district, were included in the scope of privatization.
WIDE DISTRIBUTION ACROSS TURKEY
The list included properties from different cities. Properties located in Balıkesir Bandırma, Bolu city center, Hatay İskenderun, Istanbul's Başakşehir, Beşiktaş, and Büyükçekmece districts, İzmir Karşıyaka, Kayseri Melikgazi and Kocasinan, Kırklareli Lüleburgaz, and Kocaeli İzmit were also included in the program.
The annex to the decision published in the Official Gazette included a detailed list containing information on the province, district, neighborhood, or village where the properties are located, as well as their block and parcel numbers.
The following statements were included in Decree No. 11106, which was published in the Official Gazette and entered into force:
“Decision regarding the inclusion of certain properties owned by the Treasury of Finance and the structures on them in the scope and program of privatization; their privatization by applying one or more of the methods of sale, leasing, revenue-sharing model, other legal dispositions appropriate to the nature of the work, establishment of rights in rem other than ownership, or granting of operating rights; the completion of privatization transactions by 31/12/2028; and the transfer of the revenue to be obtained from the privatization to the Treasury, after deducting expenses, to be used by the Ministry of National Defense for the construction of buildings, facilities, and housing, for activities in the construction program included in the strategic target plan year program, and for the ministry's investment program.”
