MHP Chairman Devlet Bahçeli is the architect of the second opening process, which the government calls a Terror-Free Turkey, conducted with the DEM Party and terrorist organization PKK leader Abdullah Öcalan, and all eyes are now on legal regulations.
Although the AKP pointed to the period after the Ramadan Feast, no concrete steps have yet been taken regarding the legal regulations voiced by the DEM Party and the MHP front. According to the pro-government newspaper Türkiye Gazetesi, the fact that the terrorist organization PKK has not taken a new step toward laying down arms and no concrete activity has been seen in this direction has halted the progress of the process.
It is stated that although months have passed since the symbolic "laying down arms" demonstration, no significant development has occurred on the organization's side other than the evacuation of some caves. It is reported that security sources emphasize that for legal regulations to begin, the laying down of arms must be clearly seen and verified.
ONLY 7 OUT OF 30 CAVES EVACUATED
AKP sources express the view that the current situation on the ground is not sufficient for legal steps. It is stated that there are approximately 30 caves on the line extending from Turkey to Qandil, and only 7 of them have been evacuated. Party staff members assess the situation by saying, "Legal steps cannot be taken while armed elements maintain their presence and the threat continues. Passing a law is not a solution on its own; the essential thing is implementation. Steps taken without a response on the ground will create a new deadlock."
It is stated that the AKP wing has not announced a clear calendar regarding legal regulations because the disarmament process cannot be verified. According to the expectation voiced within the party, if conditions are met, a framework regulation is foreseen to come to the agenda before July.
