The provincial organization of the Ministry of Treasury and Finance, known as Defterdarlık offices, and the provincial organization of the Revenue Administration (GİB), known as tax office presidencies, have been consolidated under a single roof.
The "Presidential Decree on Amendments to Certain Presidential Decrees," which was published in the Official Gazette at the beginning of July regarding the matter, has entered into force as of today.
With this regulation, the step announced by Minister of Treasury and Finance Mehmet Şimşek regarding the merger of Defterdarlık offices and tax office presidencies within the scope of public savings regulations has been put into practice.
Accordingly, the services provided by the Ministry of Treasury and Finance's provincial organization will now be carried out within the Defterdarlık offices established under the GİB.
UNIFIED ORGANIZATIONAL STRUCTURE
Considering the decrease in the duties and functions of the Defterdarlık offices and the fact that the services provided in the provinces consist mainly of tax services, the new Defterdarlık has been established under the GİB.
With the decree, the tax office presidencies in 29 provinces were converted into Defterdarlık offices and took the name of the province in which they are located. Tax office presidents have been granted the title of Defterdar. Defterdarlık offices were established in 52 provinces that did not previously have a tax office presidency. Thus, the GİB has achieved a unified organizational structure across the country.
With the regulation, the duties of the Accounting and Litigation units within the Ministry's provincial organization have been preserved, and they have been ensured to work directly under the Defterdar, who is subject to the Revenue Administration.
In addition, the Large Taxpayers Tax Office Presidency, which is located in Istanbul and has tax office functions, has also been abolished.
