Putin begins Vietnam talks: 15 documents signed between the two countries

According to a statement from the Kremlin, 15 documents regarding cooperation in various fields were signed between Russia and Vietnam during Putin's visit to Vietnam.

These include a declaration on deepening the comprehensive strategic partnership between the two countries, as well as a memorandum on the implementation of a project regarding the construction of a Center for Nuclear Science and Technology in Vietnam.

Putin and Vietnamese President To Lam held a press conference following their talks in the capital, Hanoi.

Speaking at the meeting, Putin touched upon the relations between Russia and Vietnam, stating, "Our relations continue to develop based on the principles of equality and mutual respect."

Stating that the process of a gradual transition to national currencies for payments in bilateral trade with Vietnam is ongoing, Putin noted that they are in favor of developing comprehensive strategic relations between the two countries and have adopted a declaration to that effect.

Putin stated that the approaches of Russia and Vietnam to international and regional issues are close, adding, "Our countries defend the principles of the rule of international law, sovereignty, and non-interference in the internal affairs of other states. They coordinate their initiatives on international platforms such as the United Nations and the Russia-Association of Southeast Asian Nations (ASEAN) dialogue."

Touching upon the situation in the Asia-Pacific, Putin emphasized that a robust security architecture should be built in the region and that there should be no room for bloc-based politics.

"WE WILL NOT FORM ALLIANCES WITH OTHER COUNTRIES"

Vietnamese President To Lam stated that Russia is a priority partner in foreign policy and that they are in favor of developing bilateral relations in various fields.

Conveying that they discussed international issues during his meeting with Putin, To Lam said they agreed to advance the comprehensive strategic partnership with Russia for the development of both countries and the preservation of peace and stability in the region.

Stating that they will continue to develop cooperation with Russia in the fields of defense and security, To Lam said, "We have agreed to develop our cooperation with Russia based on the principles of equality, mutual respect, and non-interference in each other's internal affairs. In accordance with the principles of the United Nations, we will not form alliances or sign agreements with other countries that would harm the independence, sovereignty, and territorial integrity of Russia and Vietnam."

To Lam added that they are in favor of resolving regional problems through peaceful methods.
