Revenue Administration announces recruitment of contract personnel

The Revenue Administration (GİB) has announced that it will recruit a total of 81 contract personnel to be employed at its headquarters to strengthen its technological infrastructure and contribute to its digital transformation processes.

Applications are opening for these positions, which will seek IT professionals across a wide spectrum, from software developers to cybersecurity experts, and database administrators to artificial intelligence specialists. The recruitment will be based on an oral examination. Applications will be accepted via e-Devlet until July 4.

EXAM DATE AND LOCATION ANNOUNCED

The oral examinations will be held in Ankara between July 21 and August 1, 2025. The names of the candidates eligible to take the exam and detailed lists regarding the exam locations will be published at least 10 days before the oral exam date on the Revenue Administration's official website, www.gib.gov.tr. Candidates will also be able to view their result information via the "Career Gate Platform" on e-Devlet; no separate notification will be sent.

GENERAL APPLICATION REQUIREMENTS

Candidates applying for the oral exam must meet both the general requirements and the specific requirements for the relevant position during the application period, which begins on Monday, June 23, 2025, and ends on Friday, July 4, 2025, at 17:30. Applications will be received electronically via the Revenue Administration - Career Gate Public Recruitment or Career Gate (https://isealimkariyerkapisi.cbiko.gov.tr) on e-Devlet. Candidates will only be able to apply for one title.

General Application Requirements:

Meeting the general requirements in clause (A) of Article 48 of the Civil Servants Law No. 657.

Possessing and documenting experience in the applied title for the specified duration.

Possessing the abilities of reasoning, representation, following new technologies, learning and researching, rapid learning and self-improvement, analytical thinking, aptitude for teamwork, high communication skills, adapting to an intense and stressful work pace, and documentation.

Having applied within the specified time.

REQUIRED TECHNICAL COMPETENCIES: COMPREHENSIVE RECRUITMENT IN THE IT FIELD

The positions opened by the GİB target candidates specialized in different areas of the IT sector:

Software Developer, Expert Software Developer, Senior Expert Software Developer, and Lead Expert Software Developer: In addition to the requirement of graduating from departments such as computer, software, industrial, electrical, or electronics engineering, experience is sought in Java, Spring Framework, database systems (Oracle, PostgreSQL), modern APIs (REST, gRPC), JavaScript, DevOps practices, and Agile methodologies. For lead positions, deep knowledge in microservice architecture, SOLID principles, Test Driven Development (TDD), and modern authentication technologies is expected.

IT Systems Specialist: Candidates with experience in Linux-based systems, virtualization technologies, server management, network knowledge, and data center management are sought.

Cybersecurity Specialist and Senior Cybersecurity Specialist: Experience as an information security specialist in large-scale computing units or in the public/private sector where critical data is located, and competencies in network security, PAM, DAM, SIEM systems knowledge, cyber incident response, and cyber intelligence are prioritized.

Network Management Specialist: At least 3 years of experience as a computer network administrator, and mastery of network technologies such as traffic and protocol analysis, switch/router management, LAN, WAN, and VPN are expected. Preferably, certifications such as CCNP will provide an advantage.

DevOps Specialist and Senior DevOps Specialist: Candidates experienced in Linux-based systems, virtualization, container technologies (Docker, Kubernetes), microservice architecture, automation scripts, and CI/CD processes are sought.

Linux Server Specialist: Experience in installation, configuration, security, performance analysis, and troubleshooting of Linux-based systems. Knowledge of monitoring tools such as Zabbix and Grafana, email systems, network protocols, and virtualization platforms (VMware, RHEV, Proxmox) are among the requirements. Holding a Linux Professional Institute LPIC-1 or higher certification is a preferred qualification.

Expert Database Administrator: Experience in the installation, configuration, maintenance, security, and backup processes of Sybase or PostgreSQL databases. Knowledge of T-SQL/PL-PGSQL development, database optimization, and data warehousing processes is required.

Big Data Specialist and Senior Big Data Specialist: Experience in data warehouse modeling, database tables and relational architecture knowledge, proficiency in SQL languages, and experience in reporting, data analytics, or business intelligence are sought. For senior positions, advanced SQL scripting, in-depth knowledge of big data environments, and experience with open-source technologies (Kafka, Hadoop, Spark) are expected.

Artificial Intelligence Specialist: Experience in machine learning, artificial neural networks, natural language processing, and large language models. Development of machine learning algorithms in Java and Python languages, knowledge of open-source artificial intelligence libraries (Scikit-Learn, TensorFlow, PyTorch), and mastery of MLOps processes are among the requirements.

For all candidates, the ability to think analytically, solve problems, and transform abstract ideas into concrete outputs is stated as a common criterion.

EVALUATION PROCESS AND ANNOUNCEMENT OF RESULTS

The exam will be conducted in a single stage and orally. Candidates will be evaluated out of 100 full points based on general field knowledge, specific field knowledge, experience in the field, level of perception regarding information security, and openness to scientific and technological developments. A score of at least 70 is required to be considered successful.

The lists of candidates successful in the oral exam will be published on the Revenue Administration's website and can be viewed via the Career Gate Platform. Objections to the exam results can be made with a petition within 5 business days following the announcement.

The contract periods of the personnel to be employed will be limited to the fiscal year, and the monthly gross contract fee will be determined by the Administration based on the ceiling fee determined according to Article 4/B of the Civil Servants Law No. 657.
