Right to civil service for women with three children: New legislative proposal in Parliament

In this context, while practices such as providing salaries to families with children and offering the domestic car Togg for sale at a discount have come to the agenda, a new legislative proposal has been submitted to Parliament to increase fertility rates.
RIGHT TO CIVIL SERVICE FOR WOMEN WITH THREE CHILDREN
The new legislative proposal submitted to Parliament envisions granting employment rights in public institutions to women who give birth to their third child. If the proposal becomes law, women within this scope will be able to be appointed to certain public positions without the requirement of the KPSS (Public Personnel Selection Examination). However, candidates will still need to comply with special examination provisions and general application requirements for the positions to which they will be appointed.
CONDITIONS AND PROCEDURES FOR APPOINTMENTS
Candidates must meet certain basic requirements during the appointment process. Accordingly, not having been convicted of disgraceful crimes, not being banned from public service, and meeting general health requirements are among the primary conditions. The determination of eligible beneficiaries will be made by the Ministry of Family and Social Services, and appointments will be carried out through a lottery method.
The allocation process for the staff and positions to be appointed will be carried out independently of other legal regulations. Furthermore, this right can only be used once. Those who start the job and then leave, or those who do not start the job despite being appointed, will not be granted the opportunity for reappointment.
JOB DISTRIBUTION WILL BE BASED ON EDUCATION LEVEL
The distribution of duties according to education level has also been clarified. Graduates of primary school, middle school, and elementary education will be evaluated for "service staff" positions. Graduates of secondary and higher education will be appointed to civil servant positions suitable for their education. For employment to be made in worker status, permanent worker positions will be used. It is planned that the appointments will be completed within 30 days from the notification to public institutions.
PROPOSAL AT THE COMMISSION STAGE
The legislative proposal will be voted on in the coming days. The regulation in question is currently awaiting discussion in the Parliamentary Planning and Budget Commission.
