A striking claim has emerged regarding the second reconciliation process, which is architected by MHP leader Devlet Bahçeli, referred to by the government as a "Terror-Free Turkey," and conducted with the DEM Party and the ringleader of the terrorist organization PKK, Abdullah Öcalan.
Within the scope of the process, it was alleged that high-ranking members of the terrorist organization PKK were brought to İmralı Island to meet with the terrorist ringleader Öcalan.
In a report by the website Darka Mazi, which cites the Patriotic Union of Kurdistan (PUK) as its source, it was claimed that Cemil Bayık, the co-chair of the KCK, the so-called executive council of the terrorist organization PKK, traveled to Turkey on a plane departing from Sulaymaniyah Airport in the first week of August. It was alleged that Bayık stayed in İmralı for two days accompanied by two other individuals.
According to the claim, contacts with the organization's Qandil cadre were increased following Öcalan's call to lay down arms on February 27, 2025. It was stated that high-ranking members of the terrorist organization PKK were taken to İmralı at certain intervals, and that some of the meetings were held via video conference.

The report alleged that in addition to Bayık, Duran Kalkan also participated in the İmralı contacts. It was claimed that in February 2025, PKK terrorists including Duran Kalkan, Cemil Bayık, Helin Türk, Raperin Dersim, and Bişar Qoser stayed with Öcalan for two days.
The same report alleged that Mazlum Abdi and Ilham Ahmed from the PKK/YPG-linked SDF in Syria also held contacts in İmralı. It was claimed that Sabri Ok and Hülya Oran, codenamed Bese Hozat, who are part of the KCK structure, went to the island in June 2025.

Among the claims was that Cemil Bayık refused to go to İmralı in December 2025, citing health problems. The report alleged that Öcalan said regarding Bayık, "Let him come to me, let him be treated here," and that Bayık responded to this by saying, "The leader has gone mad."
In the Darka Mazi report, it was claimed that Bayık later accepted the visit to avoid being left out of the process following a message allegedly conveyed through Duran Kalkan in July. It was also among the claims that Kalkan went to İmralı for the second time in July with four people accompanying him.
