Seizure proceedings against CHP municipalities on the agenda of the Turkish Parliament!

Following the 'shake-up' instruction from AKP President Erdoğan, the Ministry of Labor and Social Security took action and initiated seizure proceedings against 6 CHP-run municipalities, citing SGK debts. CHP Group Deputy Chairman Murat Emir submitted a parliamentary question to the Parliament for Minister of Labor and Social Security Vedat Işıkhan to answer. 

Murat Emir made a statement regarding the parliamentary question he submitted to the Speaker of the Parliament for Minister Işıkhan to answer. The statement included the following expressions: 

"Unfair wage payments to employees within the SGK and discriminatory policies pursued against high-level bureaucrats while income deductions are being made are causing unrest within the institution. While the primary duty of the SGK is defined as 'a system that meets the subsistence and living needs of those whose income or earnings have been interrupted due to a professional or social risk, without needing the help of others,' its unfair approach within itself makes the institution's reliability questionable. The fact that SGK employees have their additional payments cut while on leave or sick leave, and that they suffer a loss of rights by the institution citing 'economic reasons,' while high-level bureaucrats are not included in these cuts, contradicts the institution's founding purpose.

According to the latest information reflected in the public domain, it is known that some high-level managers exceeded their authority to include an MS drug in the reimbursement scope, causing a loss of 819 million 915 thousand liras to the SGK, and that these individuals have left the institution, and the loss of rights of the SGK could not be collected. It is projected that the SGK's 2025 premium revenues will exceed 2 trillion 499 billion liras. The ratio of municipalities' debts to the SGK's total premium revenues has fallen to 3.8 percent. The fact that many officials, primarily Minister Vedat Işıkhan, have publicly stated that the reason for the SGK debts or the damage caused to the institution is the newly taken-over Republican People's Party municipalities clearly shows that this is an effort to cover up the primary damage caused to the institution by high-level managers."

CHP's Emir directed the following questions for Minister Vedat Işıkhan to answer:

"What are the salaries of SGK employees and high-level bureaucrats?

According to which legislation and how much is deducted from the additional payments of SGK employees while they are on sick leave or annual leave?

On which dates and by how much were raises given to high-level bureaucrats in the institution?

On which dates and by how much were raises given to employees in the institution?

How is it determined who will receive raises through what kind of performance evaluation system?

Why are the deductions made from employees, citing the institution's financing, not applied to high-level bureaucrats?

While seizures are sent to Republican People's Party municipalities for the collection of debts, are the same penal proceedings applied to managers who caused damage to the institution?

While the SGK disrupts social projects and services by sending seizures to municipalities, and makes deductions from employees' salaries by presenting economic reasons, why does it not display the same practice in the salaries of its high-level bureaucrats?"
