Statement from YÖK on tuition fees: Claims that foreign students are charged less
The Council of Higher Education (YÖK) has announced that the claim that foundation universities were instructed to "keep tuition fees for foreign students lower than those for Turkish students" is baseless.

In a statement issued by YÖK, it was stated: "The claim appearing in some media outlets that Council of Higher Education President Erol Özvar instructed foundation universities to ‘keep tuition fees for foreign students lower than those for Turkish students’ is completely baseless.
In accordance with Higher Education Law No. 2547, tuition fees at foundation higher education institutions are determined by the boards of trustees of the respective universities.
The Council of Higher Education does not have the authority to determine tuition fees for foundation higher education institutions or to establish fee schedules for specific student groups.
Following the legal regulation dated December 19, 2025, the Council of Higher Education has only established procedures and principles regarding tuition fee increases for students other than those in preparatory and first-year programs.
This regulation concerns the rates of increase for intermediate years, not the determination of the initial level of fees"
