The behind-the-scenes of Özlem Çerçioğlu's transfer to the AKP

In the process of Aydın Metropolitan Municipality Mayor Özlem Çerçioğlu's resignation from the CHP and her transition to the AKP, Aziz İhsan Aktaş, who has become a key actor in operations targeting CHP-run municipalities, has come to the fore. In the statements given by Aktaş and his partner Baki Nugay, owner of Barka Atık Yönetim Limited Şirketi, within the scope of the Adana operation, tenders involving Özlem Çerçioğlu and the Aydın Municipality were brought to the agenda.

ALLEGATIONS OF IRREGULARITIES IN TENDERS

Following the statements by Aktaş and Nugay regarding "rigging" and unfair gain in tenders they received from the Aydın Metropolitan Municipality, it was learned that İbrahim Gürdal, Head of the Environmental Protection Department of the Aydın Metropolitan Municipality, was summoned to testify as a suspect. It is alleged that after Gürdal was summoned to testify, Çerçioğlu, fearing the possibility of being detained and arrested, established contact with the AKP and subsequently changed parties.

140 MILLION TENDER

According to the allegations, the Aydın Municipality awarded a vehicle rental and solid waste collection tender worth approximately 140 million liras to a partnership between Barka Atık Yönetim ve Taşımacılık Limited Şirketi and Bilginay Temizlik Hizmetleri Yemekçilik Limited Şirketi, which are owned by Aktaş and his partner Nugay, who were released under house arrest after benefiting from effective remorse provisions. It was revealed that Aktaş modeled the method used in these tenders after a vehicle rental tender previously conducted with the former AKP Mayor of Bağlar, Diyarbakır, Hüseyin Beyoğlu.

IRREGULARITIES DETECTED BY INSPECTORS

In examinations conducted by Ministry of Interior inspectors, it was determined that the tenders were organized in violation of procedures. It was established that the technical specifications were prepared by the firm owned by Aktaş, to which the tender was to be awarded, and submitted to the municipality. Furthermore, it was revealed that the municipality could have purchased six of the same vehicles with the amounts paid for the cleaning vehicles. Additionally, it was noted that although some vehicles lacked air conditioning, the 'air conditioning' clause in the specifications was removed.

TAILOR-MADE SPECIFICATIONS

The specifications prepared by Aktaş were equipped with features not found in many firms. For example, details such as "having 8-10 ton steam tankers, 1-2 m3 vacuum road sweepers, 2-3 ton pressurized road washing equipment, traffic sign and barrier washing systems, rear vacuum systems, 3-way dump load transport systems, and hydraulic construction machinery operation capabilities" were added to the specifications. However, since Aktaş's vehicles lacked air conditioning, this feature was removed from the specifications.
