Third salary increase offer for civil servants announced
As part of the ongoing negotiations, a third salary increase offer has been made to civil servants. It was announced as 11% + 7%.

In the latest offer, a salary increase of 11% for the first six months and 7% for the second six months of 2026 was proposed, while for 2027, a 4% increase was suggested for both the first and second six-month periods. The previously mentioned 1,000 TL base salary increase was also reiterated.
The 8th Term Collective Bargaining negotiations are nearing their conclusion. In the process that began with a preparatory meeting on July 28, the Public Employer Delegation shared its final offer with the public following technical negotiations and the initial salary increase proposal.
The negotiations, led by Minister of Labor and Social Security Prof. Dr. Vedat Işıkhan, included representatives from the Presidency, the Ministry of Treasury and Finance, and the Directorate of Strategy and Budget. Authorized unions and confederations submitted a total of 1,048 proposals, which were categorized and negotiated under 1,107 headings.
While negotiations conducted across 11 service branches were completed by August 11, the government's first salary increase offer was announced on August 12. Accordingly, an increase of 10% for the first six months and 6% for the second six months of 2026 was proposed, with a 4% increase suggested for both periods in 2027.
Following subsequent technical meetings, Minister Işıkhan presented an additional proposal on August 15, which included a 1,000 TL increase in the base salary of civil servants.
In the final offer shared on August 18, a salary increase of 11% for the first six months and 7% for the second six months of 2026 was proposed, while for 2027, a 4% increase was suggested for both the first and second six-month periods. The previously mentioned 1,000 TL base salary increase was also reiterated.
FIRST STATEMENT FROM MEMUR-SEN REGARDING THE OFFER
Memur-Sen President Ali Yalçın made statements following the offer, reacting by saying, "these figures are laughable and unacceptable." Yalçın reiterated that the 11+7 offer made for civil servants is unacceptable.
Yalçın stated, "We cannot accept this offer; the negotiations are continuing."
