TTB requirement for new vehicles removed
With a communiqué amendment made today regarding the National Vehicle Identification System (UTTS), the obligation to install a Vehicle Identification Unit (TTB) on individual vehicles placed on the market from July 1, 2025, has been removed.

The installation of TTBs on vehicles and hardware at fuel stations is rapidly continuing under the National Vehicle Identification System, which was developed to increase transparency in the sector by recording fuel sales digitally and to combat the informal economy.
Within the framework of the UTTS Implementation General Communiqué; vehicles acquired through leasing, included in business assets, or used for business purposes are required to have a TTB installed by April 30, 2025, at the latest; all vehicles that do not fall under this scope but are registered in the fuel distribution companies' TTS programs are required to have a TTB installed by July 1, 2025.
All taxpayers must complete the necessary procedures at utts.gov.tr, select the most convenient installation point from authorized installation firms across Turkey, and complete their TTB installation processes by the end of the day on April 30, 2025. Thanks to UTTS, license plate information will be automatically transferred to the system during fuel purchases, and the issuance of irregular documents will be prevented, thereby preventing billions of liras in tax losses each year. Since documents not issued within the scope of UTTS will be considered as never issued under the Tax Procedure Law (VUK), taxpayers who do not register with the system within the specified period will not be able to show their fuel expenses as business expenses.
AFTER JULY 1
With the communiqué amendment made on March 29, 2025, the obligation to install a TTB on individual vehicles registered and placed on the market from July 1, 2025, has been removed.
Furthermore, with the said communiqué amendment, the installation period for TTB on LPG vehicles and Vehicle Identification Readers (TTO) on LPG pumps at fuel stations has been extended until December 31, 2025.
NUMBER OF ORDERS APPROACHES 3 MILLION
While the number of vehicles with completed installation and activation under UTTS has exceeded 1.3 million, taxpayers and individuals with a TTB installation obligation under the UTTS application can complete their registration and payment processes by visiting utts.gov.tr. Authorities warn citizens to perform their transactions only through the utts.gov.tr address and not to trust or conduct transactions on fake websites opened with similar names to avoid any grievances.
