Ankara Metropolitan Municipality Mayor Mansur Yavaş has taken two legal steps against the inspectors who granted an investigation permit regarding him, as well as the failure to initiate an investigation into former Mayor Melih Gökçek by the Inspection Board. Yavaş first filed a procedural objection, raising allegations that Melih Gökçek had visited members of the Ministry of Interior and the Inspection Board. Subsequently, he filed a criminal complaint to examine the content of these meetings and to question the processes in which Gökçek was involved.
ALLEGATIONS REGARDING THE MINISTRY OF INTERIOR AND THE INSPECTION BOARD
Mansur Yavaş filed a criminal complaint against allegations that members of the Ministry of Interior and the Inspection Board met with Melih Gökçek and AKP Ankara Deputy Osman Gökçek and lobbied against Yavaş. According to information obtained from municipal sources, it is stated that in the past, inspectors had expressed the opinion that "the mayor cannot be held responsible" following numerous complaint files, but that it is surprising that a different decision was made in a similar process this time.
STRIKING STATEMENTS FROM MANSUR YAVAŞ'S LAWYER
Yavaş's lawyer stated that preliminary examinations, investigations, and prosecutions conducted against a public official cannot be restarted unless new evidence or events emerge, emphasizing that there was no new evidence on the same subject in previous processes. Furthermore, it was stated that there is no statement or evidence indicating that Yavaş had any responsibility regarding the tenders, other than routine information and approval of the concerts. Yavaş's lawyer noted that no findings indicating that the concerts were contrary to legislation were encountered in the Court of Accounts reports either.
CRITICISM OF THE INVESTIGATION PERMIT AGAINST MELIH GÖKÇEK
Yavaş sought to understand why the investigation permit decision was issued against him, given that similar allegations against Melih Gökçek in the past had proceeded without an investigation permit being granted. During this process, Yavaş filed a criminal complaint after CHP Ankara Deputy Umut Akdoğan disclosed the meetings held by Gökçek. Yavaş's lawyer pointed out that despite there being dozens of criminal complaints against Melih Gökçek, no investigation permit has ever been granted, stating, "Everyone is equal before the law, and actions must be taken in accordance with this principle."
CRIMINAL COMPLAINT FILED
In his criminal complaint, Mansur Yavaş requested that 28th Term Ankara Deputy Umut Akdoğan be heard as a witness. Furthermore, he stated that the details of the visits the suspects made to members of the Ministry of Interior Inspection Board should be examined, and that their phone calls and HTS records should be obtained and analyzed. Yavaş requested that this process be completed within the scope of the investigation and that an indictment be prepared.
