Among the reasons for the establishment of the ministry are issues such as insufficient inter-institutional participation in the preparation of disaster management plans, and the lack of an effective action plan and human resources management system for personnel during disasters and emergencies. Furthermore, the lack of clarity regarding duties and responsibilities within institutions and communication gaps between units are other factors necessitating the establishment of the ministry.
The new ministry will create a broad disaster resilience strategy that will also encompass sectors such as industry, technology, R&D, tourism, and agriculture. The ministry, which will ensure the preparation of disaster risk maps across the country, will also establish integrated early warning and forecasting systems at the national and regional scale according to different disaster hazards.
