'Yellow code' warning from Meteorology for 23 provinces including Istanbul! What will the weather be like today?

In the November 28 weather report by the General Directorate of Meteorology, a yellow code warning was issued for 23 provinces, including Istanbul, Izmir, and Bursa. As the precipitation is expected to be heavy in the coastal Aegean and Kırklareli areas, as well as on the European side of Istanbul, warnings were issued to be careful and take precautions against potential adverse conditions. According to the latest assessments by the General Directorate of Meteorology, the country is expected to be partly to very cloudy, with rain and showers expected in the Marmara, Aegean, Western Mediterranean, northwestern Central Anatolia, Western Black Sea coasts, and the surroundings of Samsun. Sleet and snow are expected in the highlands of the Inner Aegean, the interior parts of the Western Black Sea, the surroundings of Sivas and Çankırı, and the northern and eastern districts of Ankara. 

The precipitation is expected to be locally heavy in the coastal Aegean and Kırklareli areas, as well as on the European side of Istanbul. Local fog and mist are expected in the eastern parts this morning.

It is expected to be partly to very cloudy, with intermittent showers and thunderstorms expected in the western parts from noon onwards, and eventually across the entire region. The wind is expected to blow from southerly directions, strong and in the form of a storm (50-80 km/h).
