During the deliberations on the plan, 29 motions were submitted. Eight of these motions were withdrawn, while the other motions discussed were not accepted. Following the completion of the deliberations, the 12th Development Plan was approved by the TBMM General Assembly in the vote that followed.

Vice President Cevdet Yılmaz, in his thank-you speech after the approval of the Plan, stated that the Plan, which serves as a long-term roadmap within the framework of the 2053 vision, was given its final form by the will of the TBMM.

Thanking all the deputies who contributed with their evaluations, Yılmaz said, "I believe that we will make a strong start to the new century of our Republic in this period when the world is facing new challenges. In this direction, our 'red apple' (kızıl elma) is the Century of Turkey, which is the expression of our nation's century-old dreams. Our 12th Development Plan, designed within the framework of the 2053 vision, will be our guiding fundamental document in our forward-looking decision-making processes in the new century of our Republic."

Following this, the General Assembly began deliberations on the Draft Law on the Transformation of Areas Under Disaster Risk and Amendments to Certain Laws and Decree-Law No. 375.
