2027-2029 roadmap for public investments: No new projects except in mandatory cases
A circular published in the Official Gazette highlights savings, efficiency, and projects nearing completion in public investments.

The Circular on Preparations for the 2027-2029 Public Investment Program has been published in the Official Gazette with the signature of President Recep Tayyip Erdoğan. The circular establishes the framework for how public resources will be utilized over the next three-year period.
In the new period, the fundamental principle for public investments will be the efficient use of resources with a focus on savings, in a manner that provides the highest contribution to targeted policies. Maintaining macroeconomic stability, combating inflation, reducing the current account deficit, strengthening public fiscal balances, and sustainable growth were among the prominent topics in the circular.
PRIORITY GIVEN TO PROJECTS THAT CAN BE COMPLETED
The circular states that while ensuring maximum savings in public investment expenditures, priority will be given to economic and social infrastructure investments that support development potential. It is aimed for public sector investments to be designed in a way that complements private sector investments and to be directed toward qualified infrastructure areas that support trade.
While preparing the 2027 Public Investment Program, the goals, policies, priorities, and fiscal framework included in the Twelfth Development Plan and the 2027-2029 Medium-Term Program will be taken as a basis. Provided they are consistent with the Medium-Term Program, the strategic plans of public administrations will also be taken into account.
In project-based appropriation proposals and allocations, priority will be given to those among ongoing priority projects that can be completed in the shortest time. The circular announced that, within the scope of austerity measures, no new projects will be included in the 2027 Public Investment Program except in mandatory cases.
The text stated that importance will be given to maintenance and repairs to ensure maximum utilization of the existing public fixed capital stock. It was also noted that projects that do not directly serve the urgent needs of citizens and the increase in value-added in the economy will not be proposed.
According to the circular, institutions will take into account the priorities, principles, and investment ceilings included in the 2027-2029 Public Investment Program Preparation Guide during their preparations for the 2027 Public Investment Program.
If there are any project-based change proposals regarding investment requests previously submitted within the scope of the Strategy and Budget Presidency's Investment Requests Announcement dated June 17, 2026, these will be sent to the Presidency via the Public Investment Information System (KaYa). The annex to the circular also included the preparation guide and tables regarding investment ceilings.
