Aid limit for friendly or allied states set at 200 million lira

The Presidential decree regarding the determination of the monetary limit and type of goods or services that can be provided without concluding an agreement in 2024 within the scope of Law No. 3212 has been published in the Official Gazette. Accordingly, the monetary limit to be applied in the grant, exchange, or provision of goods or services as aid to friendly or allied states and to public or private institutions and organizations located in these states, provided that the relevant provisions in the aforementioned law regarding private institutions and organizations are reserved, has been set at 200 million lira.

 In the annex to the decree, the types of goods and services that can be provided via protocol without concluding an agreement were determined as follows: "Weapons and ammunition and their parts, food and beverage supplies, military clothing and fabric, yarn, etc. textile materials, personal equipment materials (backpack, ammunition vest, composite helmet, canteen, snowshoes, ski equipment, etc.), land, sea, and air vehicles and their subsystems and spare parts, medicine, pharmaceutical raw materials, and medical consumables (excluding those sold with a green prescription), health devices, equipment and their spare parts, band equipment, live animals (horses, dogs, etc.) and their food and maintenance supplies, office and stationery supplies, furniture and fixture materials, sports equipment and gym equipment (treadmill, exercise bike, etc.), cleaning and disinfectant consumables, computers, printers, scanners and consumables, televisions, projectors, telephones (non-encrypted), fax machines and photocopiers and their spare parts, training and educational auxiliary materials, textile machinery and spare parts that can be used in tailoring workshops, non-official military publications, books, magazines and brochures, machinery, equipment and their spare parts used in kitchens, tableware such as chrome steel, glass, porcelain, etc. plates, glasses, pitchers, complete generators and spare parts, all kinds of clothing materials, accessories, equipment, swords and sabers, maps printed on paper and in digital media (excluding those with a security classification), technical equipment and materials used for search and rescue purposes, fuel and heating fuel, ground, fuel and port facility services, gases (oxygen, acetylene, etc.), boats (plastic, inflatable, plexiglass, wood, metal, etc.), paints and chemical materials (excluding explosives), navigation (sea/air) devices, equipment and their spare parts, all kinds of land, sea and air vehicles and support equipment that have been decommissioned and are not to be used actively, requested for exhibition purposes and as training aids, and spare parts needed for their display and use as training aids, consultancy, maintenance and repair services, provision of expert team and material support for the discovery and clearance of minefields/areas, discovery and neutralization of explosive materials/suspicious objects, unmanned aerial vehicles, drones and anti-drone systems, decommissioned ships and platforms, transportation services in disasters and emergencies, search and rescue and crash rescue activities and transportation services for these activities, transportation services for donated materials, transportation services for foreign personnel who will receive training, attend exercises and competitions/contests, meetings, and visits, prefabricated structures used in disasters and emergencies, tents, blankets, materials used in food and heating activities, lighting devices, diving equipment (tanks, wetsuits, masks, etc.), waste, communication and information system materials."

Law containing regulations on the economy published in the Official Gazette

The law containing regulations on the economy, including the provision of 5 thousand lira to working retirees, has been published in the Official Gazette. The Law on Amendments to Certain Laws and Decree-Laws containing regulations on the economy has been published in the Official Gazette. Accordingly, a one-time payment of 5 thousand lira will also be made to working retirees.
