Amnesty for GSS debts is coming: Who will benefit?
An 80-article omnibus bill submitted to the Grand National Assembly of Turkey includes a provision regarding the regulation of General Health Insurance (GSS) premium debts. If the proposal is approved, an amnesty will be granted to GSS premium debtors.

The new 80-article omnibus bill submitted to the Grand National Assembly of Turkey (TBMM) contains critical regulations affecting millions of people. One of the most notable of these is the article concerning General Health Insurance (GSS) premium debtors.
Accordingly, under Article 54 of the omnibus bill proposal, an amnesty for GSS premium debtors is expected.
WHO WILL BE ABLE TO BENEFIT FROM THE GSS AMNESTY?
Those with GSS premium debts incurred before January 1, 2014, will benefit from the amnesty. Within the scope of the amnesty, all unpaid general health insurance premiums, as well as late payment penalties and interest, are being waived.
HOW MUCH IS THE MONTHLY GSS PREMIUM?
Since GSS premiums are determined based on the minimum wage, the premium amount to be paid until the end of this year is 402 liras per month and 4 thousand 802 liras per year; GSS premiums will also increase in 2024 at the same rate as the increase in the minimum wage.
WHEN WILL THE AMNESTY FOR GSS DEBTS ARRIVE?
If the proposal is accepted by the General Assembly of the TBMM, it will become law upon publication in the Official Gazette. It is estimated that millions of citizens who are currently in debt will enter the new year without any GSS premium debt following the regulation.
