The August 2025 results of the hunger and poverty threshold research, calculated by KAMU-AR, the R&D unit of the United Public-Labor Confederation (Birleşik Kamu-İş), have been announced. The research takes into account the monthly expenditures a four-person family must make to cover their food needs for a balanced and healthy diet, as well as their other essential needs without feeling deprived.

Kamu-Ar, the R&D unit of the United Public-Labor Confederation (Birleşik Kamu-İş), has released its report on the hunger and poverty threshold.
In August, the hunger threshold increased by 744 liras compared to July, while the expenditure required for non-food needs rose by 1,793 liras to 59,466 liras. The poverty threshold, which is the sum of both, increased by 2,566 liras compared to the previous month, reaching 87,910 liras.
Over the last 12 months, the hunger threshold has shown an increase of 7,486 liras, the expenditure required for non-food needs has increased by 16,267 liras, and the poverty threshold has risen by 23,753 liras.
The report included the following statements:
"THE HUNGER THRESHOLD HAS SURPASSED THE MINIMUM WAGE"
"The hunger threshold increased by a total of 7,468 liras in the first eight months of the year and rose 6,341 liras above the net minimum wage of 22,104 liras, which was not increased for the second half of the year and has been finalized for the entirety of 2025.
For the minimum wage to reach the hunger threshold level, it needs to be increased by at least 28.7 percent. This rate will continue to increase in the coming months.
The minimum wage, which has fallen to a level where it can barely cover only 23 days of nutritional expenses for a four-person family, barely covers only one-quarter of the poverty threshold.
Accordingly, the income that four people in a family would bring into the household by working for minimum wage only just reaches the poverty threshold.
The lowest pension, which is applied as 16,881 liras for the second half of this year, is only enough for 18 days of nutrition.
The raise made for the second half of the month for the lowest pension covers two days of nutrition.
The lowest civil servant salary, which rose to 50,534 liras for the second half of this year after a 15.57 percent increase, barely covers 57.5 percent of the poverty threshold, while the average civil servant salary, which rose to 57,310 liras, barely covers 65 percent.
To meet the poverty threshold, the lowest civil servant salary needs to be increased by at least 74 percent, and the average civil servant salary by 53.4 percent.
According to the calculation based on 2,800 calories for an adult male, 2,200 for a female, 3,000 for a youth, and 1,600 for a child, the August hunger threshold was 8,305 liras for an adult male, 6,519 liras for an adult female, 4,734 liras for a child, and 8,886 liras for a youth.
