Cevdet Yılmaz announces the 2025 budget distribution!

Vice President Cevdet Yılmaz announced that the 2025 budget will be shaped by 12.8 trillion TL in revenue and 14.7 trillion TL in expenditures. Listing how much will be spent on which service from the budget, Yılmaz stated that an appropriation of 584 billion TL is earmarked for the earthquake zone.

Vice President Cevdet Yılmaz, at the 2025 Budget Proposal Information Meeting held at the Presidential Complex, made the statement: "We project that budget revenues will be 12.8 trillion TL in 2025. We project that budget expenditures will be 14.7 trillion TL." Yılmaz said, "With our realistic and grounded policies, we will gradually reduce inflation to single-digit levels in the coming period."

HOW MUCH WAS ALLOCATED TO THE EARTHQUAKE ZONE?

Cevdet Yılmaz said that they have earmarked 584 billion Lira in the 2025 budget for the rehabilitation of the earthquake zone. According to Yılmaz's statements, 2025 budget expenditures are projected at 14 trillion 731 billion lira, and budget revenues at 12 trillion 800 billion lira. The ratio of the budget deficit to the gross domestic product is estimated to be 3.1 percent.

The sub-items of budget revenues are as follows: Income Tax 2 trillion 130 billion lira, Corporate Tax 1 trillion 637 billion lira, Special Consumption Tax 2 trillion 121 billion lira, Value Added Tax 3 trillion 599 billion lira, Other Tax Revenues 1 trillion 652 billion lira, and Non-Tax Revenues 1 trillion 662 billion lira.


EARTHQUAKE EXPENDITURE IS 584 BILLION LIRA

In the 2025 budget, an appropriation of “584 billion lira” was earmarked for the rehabilitation of the earthquake zone and increasing resilience against disasters. In this context, the total amount of resources allocated for the Disaster-Resilient Cities Project was 120 billion lira. The ratio of this amount to GDP is 0.9 percent.

The ratio of the budget deficit, excluding earthquake expenditures, to the gross domestic product is projected to be at the 2.2 percent level.

DISTRIBUTION OF THE BUDGET

The distribution of 2025 budget appropriations according to economic classification is as follows:

• 3 trillion 911 billion lira for personnel expenses,

• 1 trillion 24 billion lira for purchase of goods and services expenses,

• 5 trillion 813 billion lira for current transfers,

• 1 trillion 102 billion lira for capital expenditures,

• 338 billion lira for capital transfers,

• 306 billion lira for lending expenses,

• 287 billion lira for reserve appropriations,

• 1 trillion 950 billion lira for interest expenses.

The Ministry of National Education budget was increased to 1 trillion 452 billion lira in 2025. Thus, the largest share of the budget, at a rate of 14.8 percent, is again allocated to education.

1 trillion 106 billion lira in resources was allocated for health services. When health expenditures to be made by the Social Security Institution are also added, the total resources allocated to the health sector will reach 2 trillion 435 billion lira.

651 billion lira in resources was allocated in the budget for social aid and support. This amount corresponds to 4.4 percent of the 2025 budget.


472 BILLION LIRA RESOURCE FOR ELECTRICITY-GAS SUPPORT

472 billion lira in resources is projected in the 2025 budget for citizens to use cheaper electricity and natural gas. Approximately 60 percent of the natural gas and electricity cost for residential consumers is covered by the budget.

As of January 2022, the minimum wage was exempted from tax. In this context, a tax exemption of 810 billion lira is projected for 2025.

In 2025, 706 billion lira in resources was allocated to agriculture from the budget. In this context, 135 billion lira was allocated for agricultural support programs, 166 billion lira for agricultural sector investment appropriations, 160 billion lira for agricultural credit subsidy support, 200 billion lira within the scope of agricultural sector tax expenditures, and 45 billion lira for the financing of agricultural state-owned enterprises, intervention purchases, and export supports.


914 BILLION LIRA FOR DEFENSE

An appropriation of 913.9 billion lira was projected for defense expenditures, and 694.5 billion lira for internal security. When the resources allocated for the Defense Industry Support Fund are also included, a total of 1 trillion 608 billion lira in appropriations is allocated for the defense and security sector in 2025.

The resources allocated for investments in the budget are being increased to 1 trillion 569 billion lira. This amount corresponds to 10.7 percent of the 2025 budget.
