Concerns everyone using natural gas: There is a penalty
According to the regulation published in the Official Gazette, natural gas meters placed on the market between January 1, 2014, and December 31, 2019, must be removed and replaced with meters that have a valid inspection by the end of 2025.

New Regulation on the Inspection and Replacement of Natural Gas Meters. Natural gas, which holds an important place in the energy sector in Turkey, has become an indispensable part of our daily lives. The safe use of natural gas in our homes, workplaces, and industrial facilities is of great importance. For this reason, natural gas meters must be inspected and updated regularly.
A new regulation on this matter has been published by the Ministry of Industry and Technology. This regulation, published in the Official Gazette, mandates that natural gas meters placed on the market between January 1, 2014, and December 31, 2019, must be removed and replaced with meters that have a valid inspection by the end of 2025.
Accordingly, electricity, water, and gas meters will be subject to different types of controls, such as initial inspection, periodic inspection, sudden inspection, complaint inspection, and stock inspection.
WHERE TO APPLY FOR METER INSPECTION?
Meter inspections will be carried out by the Ministry's provincial directorates at service centers established or contracted by the user. No fee will be requested from the Ministry for the use of these services.
During the inspection, if it is determined that the meter does not have a type approval or that changes have been made that would affect the type approval, the inspection of the meter will not be continued, and this situation will be stated in the inspection report to be prepared for the meter in question, and the necessary procedures will be initiated.
The user will be responsible for removing the meter to be inspected from its installed location and bringing it to the service center.
The application for meter inspection will be made to the relevant provincial directorate by the user or by a service provider authorized by the user.
Meters found suitable as a result of initial, periodic, or stock inspections will be stamped.
ADMINISTRATIVE SANCTIONS AND FINES FOR THOSE WHO DO NOT REPLACE METERS
The list of gas meters that were placed on the market between January 1, 2014, and December 31, 2019, or whose last inspection was performed between these dates, and which are connected to the gas transmission network or directly connected to the transmission network, must be submitted by the user to the relevant provincial directorate by the end of February of next year, and they must be removed and replaced with a meter that has a valid inspection by the end of 2025.
Otherwise, administrative proceedings will be initiated against the user of the meter for the act of using a measuring instrument whose stamp period has expired.
Administrative sanctions will also be implemented against users who do not report the list within the specified period, or who report it incompletely or incorrectly.
On the other hand, the Ministry's Regulation on Amending the Regulation on the Inspection of Measures and Measuring Instruments was also published in the Official Gazette. With this amendment, electricity, water, and gas meters were removed from the scope of this regulation.
The Ministry's Regulation on Amending the Regulation on the Authorization Certificate to be Given to Persons Who Will Perform Repair and Adjustment of Measures and Measuring Instruments was also published in the Official Gazette. The regulation established the procedures and principles regarding the authorization certificate and workplace compliance certificate/registration and inspection card to be given to persons who will perform repair and adjustment services for measures and measuring instruments.
The regulations will enter into force on January 1, 2024.
