EMRA announces energy license fees for 2026

The Energy Market Regulatory Authority (EMRA) has determined the energy market license fees that will be valid in 2026. The fees for pre-licensing, license acquisition, renewal, and amendment to be applied in the electricity, charging network, natural gas, petroleum, and LPG markets have been published in the Official Gazette.

In the electricity market, license acquisition fees for generation activities will vary between 92 thousand 200 liras and 3 million 566 thousand 360 liras depending on capacity. The license renewal fee will be half of the license acquisition fee. Applicants for production facilities based on renewable energy sources will pay 10 percent of this fee. The annual license fee has been set at 0.015 kurus per kilowatt-hour based on gross production.

While the license acquisition fee for charging network operation has been set at 1 million 914 thousand 200 liras, the license amendment fee will be 89 thousand 400 liras, and the fee for issuing a copy of the license will be 19 thousand 200 liras.

NATURAL GAS AND PETROLEUM MARKET FEES

In the natural gas market, the import license has been set at 2 million 219 thousand 600 liras, and the pipeline transmission license at 16 million 631 thousand 300 liras. Fees will be 806 thousand 600 liras for LNG transmission, 4 million 462 thousand 500 liras for storage, 1 million 107 thousand 200 liras for wholesale and distribution, and 221 thousand 700 liras for CNG. In the natural gas market, the certificate acquisition and renewal fee for distribution companies has been announced as 68 thousand 700 liras.

In the petroleum market, the bunker delivery license has been set at 400 thousand liras, the petrochemical operation license at 335 thousand liras, and the biodiesel operation license at 120 thousand liras. The mineral oil license will be 1 million 200 thousand liras. In the LPG market, the distributor license has been determined as 6 million liras, and the autogas dealership license as 100 thousand liras.

EMRA also approved the net profit margin rate for the retail sales tariff, which will be valid for 2026-2030, as 2.38 percent. All these decisions will enter into force as of January 1, 2026.
