2024 civil servant salary increase: What will be the differences in civil servant and retiree salaries? How much will civil servant and retiree salaries be in 2025?

With the announcement of the November CPI rate, the 5-month raise difference for civil servants and retirees has been finalized. According to data from the Turkish Statistical Institute (TÜİK), the CPI rate for the last 5 months was 14.57 percent.

Civil servants and civil servant retirees will receive an increase of 10.40 percent based on the collective bargaining agreement. December inflation will also be added to these rates.

HOW MUCH OF A RAISE WILL SSK AND BAĞ-KUR RETIREES RECEIVE?

The salary increase for SSK and Bağ-Kur retirees is determined according to the CPI rate of each 6-month period.

As of November, the raise rate for SSK and Bağ-Kur retirees was determined to be 14.57 percent. If December inflation occurs at the 2 percent level, this rate could rise to 16.5 percent.

HOW MUCH WILL THE INCREASE FOR CIVIL SERVANTS AND CIVIL SERVANT RETIREES BE?

The collective bargaining raise difference for civil servants and civil servant retirees remains at a lower level than that of SSK and Bağ-Kur retirees.

According to the 5-month data, civil servant retirees who will receive a 10.40 percent raise may see this rate at the 12.5 percent level with the addition of December inflation.

WHAT IS THE LOWEST CIVIL SERVANT SALARY?

If the CPI is announced at the 2 percent level in December, the lowest civil servant salary could rise from the current 17,587 TL to 19,785 TL.

The increase in civil servant salaries will become more pronounced with the collective bargaining differences.

HOW MUCH WILL THE LOWEST RETIREE SALARY BE?

The lowest salary for SSK and Bağ-Kur retirees is currently set at 12,500 TL. However, this figure is not directly affected by the inflation difference.

The government needs to make a new regulation to increase the lowest retiree salary. The final decision on this matter will become clear after January 3, 2024, when the December inflation rate is announced.

IS AN EQUALIZATION OF SALARIES EXPECTED?

There have been periods in the past when salary differences between civil servant retirees and SSK and Bağ-Kur retirees were equalized.

However, Tarkan Zengin, a lecturer at Ankara Yıldırım Beyazıt University, considers the possibility of salary equalization for this period to be low.

“There were examples of salary equalization in 2022 and 2023. However, under current economic conditions, the possibility of equalizing salary raises seems weaker,” he says.

The Central Bank's year-end inflation forecast is at the 44 percent level. If this forecast holds true:

SSK and Bağ-Kur retirees will receive an approximately 16.5 percent raise.

Civil servants and civil servant retirees will see a 12.5 percent increase.

These increases to be made to salaries will be directly reflected in the budgets of millions of retirees in the first half of 2024.
