Deadline set for the National Vehicle Identification System: Those who do not pay this fee will not be able to purchase fuel (What is the National Vehicle Identification System (UTTS)?)

The Ministry of Treasury and Finance has decided to implement the National Vehicle Identification System (UTTS) with the stated goal of preventing illegal fuel sales.

WHAT IS THE NATIONAL VEHICLE IDENTIFICATION SYSTEM (UTTS)?

According to the decision published in the Official Gazette dated November 5, 2023, it has become mandatory to install this system in all vehicles used for commercial purposes that report fuel expenses as business costs in their accounting records.

Commercial vehicle owners will obtain the system from authorized companies listed at utts.gov.tr and have it installed in their vehicles. Initially, 15 million vehicles, and subsequently a total of 20 million vehicles, will be included in this system.

COMBATING ILLEGAL FUEL IS THE GOAL

The government aims to prevent illegal fuel and reduce informality in the sector with the National Vehicle Identification System (UTTS). However, this implementation has become a subject of debate due to its cost and scope.

HOW MUCH DOES THE NATIONAL VEHICLE IDENTIFICATION SYSTEM (UTTS) COST?

Vehicles that do not have the system installed will not be able to purchase fuel from gas stations as of 2025. An installation fee of 2,172 TL has been set for each vehicle, and this implementation is planned to generate 43 billion 440 million TL in revenue. Additionally, devices will be installed at 8 thousand gas stations, with the cost for this projected at 5 billion TL.

IS THE NATIONAL VEHICLE IDENTIFICATION SYSTEM (UTTS) MANDATORY?

This regulation will cover both commercial and individual vehicles. Starting July 1, 2025, the UTTS will be mandatory for all new vehicles entering traffic.

REACTION FROM THE CHP

CHP Zonguldak Deputy Deniz Yavuzyılmaz criticized the regulation, stating that this implementation imposes a new burden on citizens and fuel companies. Yavuzyılmaz made the following remarks:

“The AKP is loading a new cost of 48.5 billion TL onto the shoulders of the citizens. Existing vehicle identification systems could have been integrated. However, current systems are being thrown away and a new regulation is being adopted. It must be explained which companies will import these devices and who has been awarded the installation contracts.”
