Fines increased in Environmental and Trade Laws: 14,310 TL fine for those who fail to comply
According to the decision of the Ministry of Environment, Urbanization and Climate Change published in the Official Gazette, administrative fines to be applied in 2025 have increased. Accordingly, the fines to be imposed on those who do not have exhaust emission measurements performed and those who pollute the environment have been determined.

Administrative fines imposed under the Environmental Law and the Turkish Commercial Code have been increased as of 2025 in accordance with the revaluation rate. According to the decision published in the Official Gazette, sanctions for practices that harm the environment have increased by 43.93%.
THE HIGHEST FINE HAS BECOME 114,584 TL
In accordance with Article 20 of the Environmental Law No. 2872, the lower limit for fines has been set at 14,310 TL, and the upper limit at 114,584 TL.
14,310 TL FINE FOR THOSE WHO DO NOT HAVE EXHAUST EMISSION MEASUREMENTS PERFORMED
The fine of 9,943 TL applied in 2024 for vehicle owners who do not have exhaust emission measurements performed has been increased to 14,310 TL in 2025.
6,923 TL FOR THOSE WHO POLLUTE THE ENVIRONMENT
The fine for those who pollute the environment in public areas has also been raised from 4,810 TL to 6,923 TL.
MAJOR SANCTION FOR PLASTIC BAG VIOLATIONS
Sales points that distribute plastic bags free of charge in violation of the regulations will be fined 114.55 TL per square meter of their indoor area. In addition, businesses engaged in electronic commerce that are found to be non-compliant with the rules will be subject to fines ranging from 20,771 TL to 207,747 TL.
