Minister of Energy and Natural Resources Alparslan Bayraktar announced at a press conference in Ankara that a radical change has been made to the subsidy system for electricity bills. With the new regulation, which will come into effect as of February 1, the goal is for state-provided support to reach only those who are truly in need.
WHY IS THE CURRENT SYSTEM BEING CHANGED?
The currently active subsidy model also covers some subscribers with high income levels. While this situation raises questions about the effective use of state resources, the new model aims to provide more direct support to households in need. According to the examinations conducted, some households in high-income groups were also benefiting from the support. With the new system, the subsidy will be limited to subscribers who remain below a certain consumption threshold.
WHO WILL NOT RECEIVE ELECTRICITY SUBSIDIES?
There are a total of 42 million electricity subscribers across Turkey. 4.1 million of them receive electricity support within the scope of social assistance provided by the Ministry of Family and Social Services. However, with the new regulation, households that consume electricity above a certain threshold will no longer be able to benefit from state support.
Subscribers who consume 417 kWh of electricity or more per month will be excluded from the scope of state support.
This change will directly affect a total of 1 million 200 thousand subscribers.
The main purpose of the new system is to ensure that those who consume more than twice the average consumption are not subsidized.
HOW MUCH WILL ELECTRICITY BILLS INCREASE?
With the end of state support, there will be significant increases in the electricity bills of high-consumption subscribers. The new pricing according to consumption levels will be as follows:
The bill of a residential subscriber who currently pays 1,047 TL per month will increase by 93 percent to 2,016 TL.
A household with 600 kWh consumption that pays a 1,616 TL bill will pay 2,903 TL with an 80 percent hike.
The bill of a subscriber who consumes 1,000 kWh of electricity and currently pays 2,860 TL will increase by 69 percent to 4,839 TL.
This regulation is expected to bring a major financial burden, especially for large households and businesses with high electricity consumption.
WHEN WILL THE NEW TARIFF BE REFLECTED IN BILLS?
The effects of the regulation, which will come into effect on February 1, will be reflected in subscribers' bills as of March. Depending on billing dates, the following scenarios will emerge:
For subscribers whose bills arrive at the end of the month, the increased tariffs will start to be applied as of March 1.
Subscribers with early billing dates, such as February 16-17, will be affected by the hike earlier.
CHANGE IN NATURAL GAS BILLS ALSO ON THE AGENDA
Minister Bayraktar announced that following this change in electricity subsidies, a similar subsidy model is being evaluated for natural gas bills. However, no changes will be made during this winter period.
By conducting a province-based study, different subsidy models could be applied in different regions.
It is possible that different tariffs could come to the agenda for cold provinces like Erzurum and temperate regions like Antalya.
WILL THERE BE A HIKE IN NATURAL GAS?
Minister of Energy and Natural Resources Bayraktar stated that there will be no hikes in natural gas prices until the end of March. However, the new subsidy model is planned to be completed by the end of the year and implemented as of 2025. In this process, it is expected that natural gas subsidies will also be reviewed and tied to certain criteria.
