The government has pressed the button for a GSS debt amnesty regulation that concerns millions of citizens. It is envisioned that General Health Insurance premium debts from before 2015 will be completely wiped out, along with their interest.
It was stated that the regulation aims to ensure that citizens can benefit from health services without interruption.
AKP Group Deputy Chairman Usta announced that the proposal prepared within this scope has been submitted to the Speaker of the Parliament.

WHO CANNOT PAY GSS PREMIUMS?
Groups that do not have GSS premium debt or whose premiums are paid by the state:
Those whose individual household income as a result of the income test is less than one-third of the gross minimum wage (below 6,667.5 TL).
Individuals working in a workplace (premiums are paid by the employer).
Certain individuals who meet special conditions.
WHAT IS THE INCOME TEST AND HOW IS IT DONE?
The income test is conducted to determine an individual's payment status regarding health insurance based on their monthly income. According to the income test result:
Those with an income higher than 6,667.5 TL pay their own GSS premiums.
The premiums of those with an income below this amount are covered by the state.
Individuals who do not undergo the income test are required to pay the lowest GSS premium, which is set at 600.08 TL per month.
THOSE WITH PREMIUM DEBT CANNOT RECEIVE HEALTH SERVICES
Individuals over the age of 18 are subject to an income test to benefit from health services. Higher education students over the age of 20 are also required to take this test. According to the test result, those who do not pay their premiums cannot benefit from the health services provided by the state.
HOW WAS THE GSS DEBT AMNESTY APPLIED PREVIOUSLY?
In previous years, a significant portion of GSS debts were wiped out with similar regulations:
2012 debts: Completely wiped out in 2022.
2013 debts: Included in the scope of amnesty in 2023.
2014 and subsequent debts: Postponed by presidential decree.
The new regulation planned to be enacted in 2023 will also cover debts before 2015.
