How much will the civil servant and retiree salary increase be?

Millions of civil servants and retirees have turned their eyes to the salary increases to be made in July. With the announcement of inflation figures for the first three months of 2026, potential wage increase rates have become one of the hottest topics on the agenda. The Central Bank of the Republic of Turkey's expectations survey for April and data from the Turkish Statistical Institute (TÜİK) have strengthened forecasts regarding the July hike.

The salary increase rate for SSK and Bağ-Kur retirees is determined directly based on inflation data for the first 6 months of the year. The salary increase for civil servants and civil servant retirees, on the other hand, is shaped by the inflation difference that will emerge in addition to the hike rate determined by the collective bargaining agreement. According to the current collective bargaining agreement, civil servants have already been granted a 7 percent raise, and the final rate will be finalized after the inflation difference is added.

Data announced at the end of the first three months of 2026 shows that total inflation has reached 10.04 percent. This revealed that SSK and Bağ-Kur retirees will receive an increase of over 10 percent before even reaching the middle of the year. However, an inflation difference has not yet formed for civil servant raises.

Following the realization of inflation at 10.04 percent in the first three months of the year, eyes have turned to the months of April, May, and June. According to the Market Participants Survey published by the Central Bank in April, the total inflation expected to occur in the first six months of the year is at the level of 17.08 percent. If the survey forecasts come true, SSK and Bağ-Kur retirees will receive a 17.08 percent raise in July. Civil servants and civil servant retirees, in addition to the 7 percent increase provided by the collective bargaining agreement, will also reflect the difference in their salaries if the first 6-month inflation exceeds 7 percent.
