Huge fines for commercial vehicle owners employing uninsured drivers
Significant monetary fines have begun to be imposed as part of inspections targeting those who employ uninsured drivers in commercial vehicles. With the new regulations, drivers who are not registered for employment bring high financial sanctions to companies.

Ahead of new practices planned to be implemented in traffic legislation in 2026, the Social Security Institution (SSI) and the General Directorate of Security have begun closely monitoring the insurance status of drivers working in the commercial vehicle sector. With the start of the inspections, commercial vehicle owners have begun to be asked for documents regarding the social security registration of their drivers.
HEAVY FINES FOR UNINSURED DRIVERS
In vehicles used commercially, if drivers are employed without being reported to the SSI, vehicle owners or companies may face heavy administrative fines. According to the relevant articles of Law No. 5510, the fine applied to employers who employ uninsured workers is two minimum wages for each worker identified, which amounts to 66 thousand 60 TL. In cases of repeated violations, this amount rises to five times the minimum wage, or 198 thousand 180 TL.
INCOMPLETE DECLARATIONS AND PAYROLL IRREGULARITIES ARE ALSO PUNISHABLE
Furthermore, additional sanctions are triggered in cases such as incomplete or incorrect declarations in monthly premium and service statements, or failure to show wages on payrolls. Companies are required to make entry notifications for both their existing employees and newly hired drivers in a timely and accurate manner.
DIFFERENT PRACTICE FOR RENTAL VEHICLES
There are also different rules for those who employ drivers through short or long-term rental vehicles, not just those who operate their own commercial vehicles. Although criminal liability is not applied for drivers working under vehicle rental, the vehicle owner continues to bear legal and financial responsibility in the event of any traffic accident.
INSPECTIONS WILL EXPAND, SANCTIONS WILL INCREASE
With the inspections carried out jointly by the SSI and police forces, it is becoming mandatory for commercial vehicle owners to take the necessary precautions to avoid employing uninsured drivers and to fulfill all their legal obligations. It is anticipated that the inspections will become even more comprehensive in the coming period and that sanctions will increase.
