Minister Özhaseki: We will prevent issues like cutting columns and adding illegal floors with the 'Building Identity System'

Minister of Environment, Urbanization and Climate Change Mehmet Özhaseki announced that they have implemented the 'Building Identity System' to ensure the inspection of structures. With the 'Building Identity System', situations such as cutting columns and adding illegal floors will be prevented. Evaluating the subject, Altın Emlak General Manager Mustafa Hakan Özelmacıklı said, "The Building Identity System is a software automation system integrated with geographic information systems that allows for the monitoring of structures in Turkey by labeling them with QR code and RFID (chip) technology, and sharing technical data with users online. The Building Identity System (BKS) application, developed to ensure that both building owners and public officials can access the technical and general information of every building completed under building inspection in our country through authorizations made by the Ministry in different modules, is starting and becoming increasingly widespread. The 'Building Identity System' has been implemented in 144,000 structures. It is very important that inspections will be carried out at specific intervals to prevent unwanted effects within buildings, such as cutting columns or adding illegal floors. In this context, periodic maintenance of buildings will also be performed."

"CREATES A DIGITAL IDENTITY DOCUMENT"

Stating that an identity document is attached to buildings for which inspection activities have been completed, Özelmacıklı said, "The digital identity documents created for buildings are mounted on the building. Citizens can obtain general information about that building by scanning the QR codes with their phones. Building residents can access more detailed information via e-Government. Thanks to the building identity certificate, while the aim is for structures to become a data stock, it is also planned to make the data a source that every citizen can access. With the system, static irregularities will be prevented, technical data such as building floor plans can be accessed, and data that is vital to access in a short time, such as general building data and information about citizens residing in the building, can be reached. Information on materials used in structures from the licensing stage to the occupancy permit process will also be accessible."

"AUTHORIZED REAL ESTATE BUSINESSES SHOULD ALSO BE ABLE TO ACCESS DATA"

Expressing that as authorized real estate businesses, they also wish to access data such as building age and floor plans, Özelmacıklı said, "The Building Identity System works integrated with 7 different systems such as e-Government, Building Inspection System (YDS), Electronic Concrete Monitoring System (EBİS), Building Contractors Information System (YAMBİS), Spatial Address Based Registration System (MAKS), Land Registry and Cadastre Information System (TAKBİS), and Population and Citizenship Affairs (NVİ). As nearly 55,000 real estate businesses that have received authorization certificates from the Ministry of Trade, we also want to be able to access this data."
