A new era for promissory notes: Handwritten ones will become a thing of the past
By the end of the year, promissory notes purchased from stationery stores and filled out by hand will become a thing of the past. With the new system, watermarked and registered promissory notes will be accessible via e-Devlet, preventing fraud and forgery.

With a new regulation to be implemented by the end of the year, promissory notes obtained from stationery stores and filled out by hand will become invalid. Instead, new watermarked promissory notes kept under official record will be used. According to a report by the pro-government newspaper Türkiye Gazetesi, this step aims to prevent fraud committed with fake promissory notes.
DRAFT LAW TO BE SUBMITTED TO THE TBMM
The draft law prepared by the Ministry of Justice has been completed in line with the goal of "producing promissory note documents under registration" as stated in the Judicial Reform Strategy Document. The draft will be submitted to the TBMM after being reviewed by the Presidency.
SECURE PROMISSORY NOTE SYSTEM
Under the new system, the production and distribution of promissory notes will be carried out by the Central Bank or an authorized institution. The notes, which will be printed with watermarks, will be distributed through authorized channels and will be accessible via e-Devlet. Legal expert Tülay Bekar stated that this regulation will protect both creditors and debtors, saying, "Promissory notes produced with a secure system will reduce cases of forgery and fraud, and prevent citizen grievances."
Bekar also pointed out that taking fake promissory notes to court increases the workload of the judiciary, adding, "With a supervised promissory note system, such cases will decrease and the burden on the courts will be lightened."
