Scope expands for SCT-exempt vehicle purchases for individuals with disabilities: New limits and application conditions announced

With recent changes made to the purchase of vehicles without Special Consumption Tax (SCT) for individuals with disabilities, the scope of the practice has been expanded, and innovations have been introduced to the application processes. Within the scope of the law, new opportunities have been provided, especially for individuals with orthopedic disabilities and those under guardianship.

Important regulations have come into effect in Turkey regarding the purchase of vehicles with Special Consumption Tax (SCT) exemption for individuals with disabilities. With the new regulation accepted by the Grand National Assembly of Turkey, both the scope of the application has expanded and a series of new criteria regarding purchase transactions have been introduced.

NEW RIGHTS FOR INDIVIDUALS WITH DISABILITIES OF 40 PERCENT OR MORE

Citizens with an orthopedic disability of 40 percent or more will now be able to own a vehicle without SCT, provided they meet certain conditions. The new law also opened a different path for those who cannot obtain a driver's license. They will also be able to benefit from these rights, provided they meet certain health conditions.

VEHICLE PRICE LIMIT UPDATED

On the other hand, the upper price limit for vehicles that can be purchased by benefiting from the SCT exemption has also been updated. The upper vehicle limit of 2 million 290 thousand 200 TL, which was valid in 2025, has been increased to 2 million 873 thousand 972 TL in 2026. The vehicle to be purchased must remain within this price range and the domestic production rate must be at least 40 percent.

CONDITIONS CHANGE ACCORDING TO DISABILITY RATE

Individuals with severe disabilities, that is, those with a disability report of 90 percent or more, can still purchase a vehicle by benefiting from this exemption once every ten years. For those whose rate is below 90 percent, it is necessary for the health report to contain the phrase "can use a vehicle with special equipment." In the vehicles in question, brake, gas, and clutch equipment suitable for the owner's disability are mandatory, and automatic transmission vehicles do not eliminate this condition.

GUARDIAN AND LEGAL REPRESENTATIVE REGULATION

Transactions made with a legal representative have also been secured by the regulation. For individuals with intellectual disabilities, transactions are carried out by guardians appointed by the courts; while for those under the age of 18, their parents or legal guardians can complete all steps.

VEHICLES WITHIN THE SCOPE OF SCT EXEMPTION

Model options also show diversity. Many domestically produced models that meet the conditions; vehicles such as Togg T10X and T10F, Fiat Egea and Egea Cross, Renault Clio and Megane, Toyota Corolla and C-HR, Hyundai i20 and Bayon are available for purchase with SCT exemption.

EXCEPTION FOR EXTRAORDINARY SITUATIONS

The regulation also includes exceptions for extraordinary situations such as natural disasters. If the vehicle becomes unusable due to reasons such as floods, fires, or accidents, a vehicle can be purchased again with SCT exemption without the 10-year waiting requirement.
