The Constitutional Court process regarding flat-rate raises for retirees: What has changed?

The debate over whether a flat-rate raise will be applied to retirement pensions has returned to the agenda due to applications filed with the Constitutional Court (AYM). At the center of the process is the demand that the 8,077 TL flat-rate payment granted to active civil servants in 2023 also be extended to retired civil servants.
According to Habertürk, the Constitutional Court decided on August 6, 2026, to merge the second application with the previously opened file. This decision means that the applications will be evaluated through the same file.
However, the consolidation of the files does not mean that a flat-rate raise of 8,077 TL will be directly applied to all retirees or that a payment process has begun. The current stage is in the nature of a judicial review of individual applications.
The content of the decision to be rendered by the Constitutional Court, whether an assessment of a potential rights violation will be made, and which groups of retirees the decision might affect will become clear in the coming process.
