Preparations are beginning for the minimum wage to be applied in 2026. The Tripartite Advisory Board, which includes representatives from workers, employers, and the government, will meet on October 21 to evaluate the operations of the Minimum Wage Determination Commission.

PRE-COMMISSION EVALUATION MEETING

The Ministry of Labor and Social Security will reconvene the Tripartite Advisory Board, which it previously held on October 9 with the agenda of "Expanding Union Organization," this time with the minimum wage on the agenda.

At the meeting to be hosted by the Ministry, the parties will exchange views on the structure and operation of the commission ahead of the official minimum wage negotiations that will begin in December.

UNIONS WILL NOT PARTICIPATE IN THE COMMISSION

TÜRK-İŞ President Ergün Atalay, in a statement made on December 25, 2024, criticized the minimum wage set for 2025, stating, "We have unfortunately been in an unfair commission for 50 years. From now on, as long as a fair regulation is not made, we as TÜRK-İŞ will no longer participate in the Minimum Wage Determination Commission."

HAK-İŞ President Mahmut Arslan also emphasized in his assessment on October 27, 2025, that the structure of the commission needs to change, saying, "We spoke with TÜRK-İŞ and confirmed that they will not participate either. We have reached the same decision."

OPERATION OF THE COMMISSION

According to the law, the Minimum Wage Determination Commission consists of 15 members in total, with five representatives each from the workers, employers, and the government. The commission meets on dates determined in December to decide on the minimum wage for the new year.

The meetings are held under the chairmanship of a Ministry representative. Decisions are made by majority vote in sessions attended by at least 10 members. In the event of a tie, the side of the chairman is considered the majority.

WHAT IS THE 2025 MINIMUM WAGE?

As of 2025, the gross minimum wage for a worker is applied as 26,005 lira and 50 kurus, while the net wage is 22,104 lira and 67 kurus.

The total cost of one worker to the employer is at the level of 30,621 lira and 48 kurus. This amount consists of 26,005 lira and 50 kurus as the gross wage, 4,095 lira and 87 kurus as the social security premium, and 520 lira and 11 kurus as the employer's share of unemployment insurance.
