TOKİ to build 500,000 social housing units in 5 years

In the 12th Development Plan, which covers the 2024-2028 period and was submitted to the Grand National Assembly of Turkey (TBMM) following the approval of President Recep Tayyip Erdoğan, topics related to urban transformation, urbanization, housing, and environmental protection were also included.

Within the scope of the Development Plan, the fundamental goal was set as "activating and disseminating practices aimed at transforming areas under disaster danger and risk, as well as risky structures outside these areas, in a way that prioritizes healthy and safe living."

According to the plan, a holistic approach will be developed for urban transformation that considers the needs arising from different urban problems, with an understanding of on-site transformation that is compatible with the city's texture, aesthetics, and identity, and includes different types of interventions.

The preparation of urban transformation strategy documents will be made mandatory.

Priority transformation areas will be determined based on factors such as building stock and urban infrastructure quality, disaster risk status in terms of loss of life and property, the size of the affected population, social difficulties, and financing requirements.

Under the plan, the real values of real estate will be determined, and value increases will be used as a source of financing for urban transformation.

Specialized courts will be established to resolve disputes in urban transformation practices more quickly.

USE OF DOMESTIC PRODUCTS WILL BE EXPANDED

Within the scope of the development plan, efforts will also be carried out to increase urban resilience and reduce potential risks. For this purpose, 1/1000 scale active fault maps will be prepared, and fault avoidance lines will be determined.

While efforts for public gardens (millet bahçesi) continue in all provinces, the use of domestic products in smart city applications by local governments will be expanded.

All title deed transaction documents will be transferred to an electronic environment, and the tracking of transactions will be carried out electronically.

In order to produce healthy solutions to the housing problem, especially in cities, mass housing projects will be carried out for low-income individuals, women, the disabled, and the youth.

Within the scope of the 12th Development Plan, it is targeted that TOKİ will build 500,000 housing units for low- and middle-income individuals from 2024 until the end of 2028.

In the construction of disaster housing, legislation regarding entitlement, repayment, and financing methods will be reconsidered in a way that meets the housing needs of disaster victims as soon as possible.

ECOLOGICAL CORRIDORS WILL BE DETERMINED

In line with the Sustainable Development Goals, the aim is to ensure the transition to a resilient and low-carbon economy against the effects of climate change, to protect and manage the environment and natural resources with a sense of social justice, and to increase society's sensitivity and awareness towards the environment.

For this purpose, roadmaps will be prepared to strengthen greenhouse gas emission reduction and climate change adaptation actions against climate risks, taking into account national conditions within the framework of international climate change negotiations, the Paris Agreement, and Turkey's Nationally Determined Contribution.

Ecological corridors will be determined to protect ecological continuity, ecosystem integrity, and biological diversity, providing connections between protected areas that living creatures can use for shelter and feeding and other areas that support natural life.
