2026 student amnesty in effect: Applications to be made to universities by December 9

The regulation regarding the 2026 student amnesty has come into effect. Under Law No. 7592, published in the Official Gazette dated August 9, 2026, individuals whose enrollment at higher education institutions was terminated or who were unable to register despite being placed in a program have been granted the right to resume their studies.

Candidates wishing to benefit from the regulation must submit their applications to the higher education institutions where their enrollment was previously terminated or where they had earned the right to register. The deadline for the application process has been set as December 9, 2026.

The application method and required documents may vary by university. While some institutions accept applications in person, others may implement online applications or different methods. Therefore, it is important for candidates to follow the announcements on the official website of the relevant university.

Groups eligible to benefit from the student amnesty include the following:

• - Those whose enrollment was terminated while studying in preparatory or adaptation classes.
• - Those whose enrollment was terminated while studying in associate, undergraduate, undergraduate completion, and graduate programs.
• - Those who left the university or withdrew their registration of their own volition.
• - Those who were unable to register within the specified time despite winning a place in a higher education program.

The law excludes certain situations. Those convicted of crimes involving terrorism, intentional homicide, torture, torment, sexual assault, child sexual abuse, or the production and trafficking of drugs or stimulants will not be able to benefit from the regulation.

Furthermore, those whose registration was canceled due to forged documents, those who submitted forged documents during registration, those convicted of crimes specified in Article 71 of the Law on Intellectual and Artistic Works No. 5846, and those whose enrollment was terminated due to membership, affiliation, connection, or contact with terrorist organizations are also not included in the scope of the amnesty.
