Letter sent to 81 provinces: Ministry of National Education pushes the button for library cafes

The Ministry of National Education (MEB) is increasing inspections of businesses deemed to be conducting unauthorized education and training activities. In a letter sent by the General Directorate of Private Educational Institutions to the governorships of 81 provinces, it was requested that places providing educational services without Ministry authorization be identified.
The letter reiterated that it is essential for education and training activities in Turkey to be conducted under the supervision and control of the state. It was emphasized that educational work carried out by official, private, or voluntary organizations is also subject to the Ministry's oversight.
Within the scope of the directive, field screenings will be conducted under the coordination of provincial and district national education directorates. Inspection teams will examine businesses operating on streets and avenues to identify places that, despite displaying a different service area on their signs, are actually providing educational support to students.
It was reported that the inspections will focus particularly on businesses operating under names such as "library," "library station," "cafe," "library cafe," and "practice club." Minutes will be kept regarding businesses determined to be conducting education and training activities without Ministry authorization.
In accordance with the Law on Private Educational Institutions, an administrative fine amounting to 20 times the gross minimum wage will be imposed on individuals or businesses conducting educational activities without an institution opening permit and operating license. The closure of businesses confirmed to be operating without a license by the governorships will also be on the agenda.
It was requested that the findings from the provinces be prepared according to the previously sent report format. Data obtained as a result of the field studies is planned to be submitted to the Ministry by November 1.
