Ministry of National Education takes action: Strict monitoring of illegal schools and unregistered students
Following reports received, the Ministry of National Education (MEB) has launched a crackdown on illegal schools operating under foreign embassies or consulates, as well as on unregistered students enrolled in these institutions beyond the children of diplomatic staff. Emphasizing that Turkish students cannot be enrolled in these schools, which lack legal status, and that educational activities cannot be conducted without authorization from competent authorities, the Ministry has requested that governorates conduct investigations.

Inspections regarding unauthorized educational activities have been tightened nationwide. The Ministry of National Education (MEB) has taken action following reports concerning certain educational institutions operating under the embassies and consulates of foreign countries.
INSTRUCTIONS SENT TO 81 PROVINCIAL GOVERNORATES
Following reports that Turkish students were being enrolled in schools that should only serve the children of diplomatic mission staff, the Ministry sent an official letter to the governorates of all 81 provinces. The letter requested an investigation into the activities of the institutions in question.
OFFICIAL LETTER COMMUNICATED TO GOVERNORATES
The letter, titled "Students Attending Schools Conducting Unauthorized Educational Activities," prepared by the MEB General Directorate of Private Education Institutions, was forwarded to the governorates. According to a report in Türkiye Gazetesi, the letter cited Article 2 of the Law on Private Education Institutions No. 5580.
"EDUCATIONAL ACTIVITIES CANNOT BE CONDUCTED WITHOUT PERMISSION"
In its letter, the Ministry reminded that educational and training activities are subject to the permission and supervision of the MEB. It was emphasized that no entity can conduct educational activities without obtaining an institution opening permit from the competent authorities.
Instructions were given to initiate investigations into institutions that operate outside the legal framework.
The notification stated that reports had been received indicating that in previous years, some schools opened under foreign embassies or consulates, which were intended to serve only the children of their own personnel, had also enrolled Turkish students without Ministry permission.
It was noted that this situation constitutes a violation of the Constitution of the Republic of Turkey and the relevant articles of Law No. 5580, and that there is no legal basis for enrolling Turkish students in these schools.
INSTRUCTIONS FOR ADMINISTRATIVE MEASURES AND NOTIFICATION TO PARENTS
Within the scope of the letter sent, provincial directorates of national education were requested to take the necessary administrative measures regarding such institutions. Furthermore, instructions were given to inform the parents of students receiving education in schools that lack legal status.
