Why are those who are seconds late for the exam not admitted? ÖSYM explains with 6 reasons

The fact that candidates who arrive seconds after the doors close for the Higher Education Institutions Examination (YKS) are not admitted to the exam has sparked intense public debate over the "15-minute rule" this year, just as it does every year. The practice of ending entry to exam buildings 15 minutes before the start time continues to be criticized due to the grievances it causes.

In previous years, the Ombudsman Institution (KDK) had proposed that the rule be relaxed to allow those who are late to take the exam in reserve or alternative halls. However, the Assessment, Selection and Placement Center (ÖSYM) does not view the proposal favorably and argues that changing the practice would be problematic in terms of security and fairness.

ÖSYM LISTS ITS REASONS

According to a report in Türkiye Gazetesi, ÖSYM has gathered its reasons for why exam building doors are closed 15 minutes before the exam under six headings. Accordingly, it was emphasized that no relaxation can be made that would risk exam security, the confidentiality of exam questions, and the realization of the exam under fair conditions.

Under the rule in question, entries to the exam building are ended exactly 15 minutes before the exam time, and candidates who arrive after this time for any reason are not admitted to the building. Officials state that this practice is implemented without exception and equally across the country.

EMPHASIS ON SECURITY AND EQUALITY

One of the most important points ÖSYM focuses on is the ability to keep those inside and outside under control during the exam. It is noted that granting flexibility to late candidates could pose a threat to the integrity of the exam and equality among candidates. Furthermore, it is assessed that in large exam centers where candidate density is high, timing flexibility would lead to serious disruptions in implementation.

Another reason is the necessity of ensuring that final checks and security measures performed from the moment exam halls are closed are not disrupted. Officials state that they aim to prevent potential cheating, information leaks, or security vulnerabilities.

In the public eye, the grievances experienced by candidates who get caught by the 15-minute rule due to traffic, public transport disruptions, or personal reasons on exam days are discussed as they are brought to light every year. Despite this, it is stated that the rule will not change and that ÖSYM will remain determined in its implementation for the security and smooth conduct of the exam.
