YÖK announces: Amnesty decision for those who did not enroll after the 2026 YKS
The Council of Higher Education (YÖK) has announced that those who were placed in a university through the 2026 YKS but did not enroll can also benefit from the student amnesty until December 9, 2026.

A new assessment has been made within the scope of the student amnesty for students who earned the right to enroll in a university following the 2026 YKS results but did not complete their registration. The Council of Higher Education (YÖK) has informed universities that candidates in this situation may benefit from the amnesty provisions, provided they meet the specified requirements.
The regulation went into effect with the Law on Amendments to the Higher Education Law and Certain Other Laws, which was published in the Official Gazette on August 9, 2026. The deadline for those wishing to benefit from the amnesty has been set as December 9, 2026.
According to YÖK's assessment, the scope will include not only those who earned the right to enroll but did not do so, but also students who enrolled following the 2026 YKS and subsequently withdrew of their own volition before December 9, 2026.
The matter was reviewed by the Legal Consultancy of the Council of Higher Education. In its opinion, the Consultancy stated that the student groups in question should be eligible to benefit from the student amnesty provisions.
Following the opinion of the Legal Consultancy, the Higher Education Executive Board reviewed the file and deemed it appropriate to include both those who had the right to enroll but did not do so, and those who withdrew of their own volition after enrolling, within the scope of the amnesty. It was noted that the decision has been communicated to all universities.
