YÖK launches investigation into 23 foundation higher education institutions

The Council of Higher Education (YÖK) has launched an investigation into 23 foundation higher education institutions following applications alleging that the established tuition increase limits are not being observed.

The investigation, to be conducted by the Higher Education Supervisory Board, will cover the fees charged to students enrolled in classes other than preparatory and first-year programs, and whether the increases applied to these fees comply with regulations.

According to the YÖK General Assembly's decision dated July 8, the tuition fee increase rate to be applied in the 2026-2027 academic year for students in foundation higher education institutions, excluding those in preparatory or first-year classes, must not exceed 25 percent.

This limitation was established within the scope of procedures and principles published based on the Additional Article 9 of the Higher Education Law No. 2547. The regulation clarified the rules for tuition fee increases in intermediate classes at foundation higher education institutions.

In reports and complaints received by the Council, it was alleged that some foundation higher education institutions did not comply with this increase limit. As a result of the investigation, the fees determined by the institutions for the 2026-2027 academic year and the increases reflected to students will be evaluated.

In a previous statement, YÖK announced that applications, reports, and complaints deemed to have negative consequences for students would be examined daily and with urgency.
