Facility establishment, production, and modification fees for alcoholic beverages announced: Here are all the figures

The Ministry's Communiqué on the Implementation of Article 21 of the Regulation on the Technical Requirements, Establishment, Operation, and Inspection of Alcohol and Alcoholic Beverage Facilities has been published in the 2nd duplicate issue of the Official Gazette.

According to the communiqué, the fixed fee for a facility establishment permit has been set at a minimum of 102 thousand 154 liras for beer; for wine and aromatized wine, at least 27 thousand 231 liras for capacities of 20 thousand liters/year or less, and at least 68 thousand 94 liras for capacities exceeding 20 thousand liters/year; and at least 340 thousand 500 liras for aromatized wine-based beverages and aromatized wine cocktails.

The facility establishment permit fee will be calculated based on the project capacity per 1000 liters annually as 102.07 liras for beer, 170.15 liras for wine and aromatized wine, 547.94 liras for aromatized wine-based beverages and aromatized wine cocktails, and 1157.58 liras for distilled alcoholic beverages. One-fourth of the calculated fee will be collected during the application, and the balance will be collected upon the issuance of the facility establishment permit.

On the other hand, the fixed fee for a production permit has been set at a minimum of 102 thousand 154 liras for beer; for wine and aromatized wine, at least 27 thousand 231 liras for capacities of 20 thousand liters/year or less, and at least 68 thousand 94 liras for capacities exceeding 20 thousand liters/year; and at least 340 thousand 500 liras for aromatized wine-based beverages and aromatized wine cocktails. The production permit fee will be calculated as equal to the facility establishment permit fee for the respective project.

The project modification permit fee, for adding a sub-category within the same category to existing production and for capacity increases, will be calculated as twice the facility establishment permit fee per 1000 liters annually—excluding flavored beer, semi-sparkling wine, and fruit wine—and will be collected before the permit is granted.

In beer facilities, a project modification permit fee of 547.94 liras per 1000 liters annually based on project capacity will be charged, with a fixed fee of at least 204 thousand 310 liras for flavored beer production; in wine facilities, a fee of 547.94 liras per 1000 liters annually will be charged, with a fixed fee of at least 340 thousand 500 liras each for semi-sparkling wine and fruit wine production.

SERVICE FEES FOR ALCOHOL AND ALCOHOLIC BEVERAGES IN DOMESTIC AND FOREIGN TRADE

Furthermore, the "Communiqué on the Implementation of Articles 14 and Provisional Article 5 of the Regulation on the Procedures and Principles Regarding the Domestic and Foreign Trade of Alcohol and Alcoholic Beverages" has also been published in the Official Gazette.

With this communiqué, the 2025 service fees to be applied in the domestic and foreign trade of alcohol and alcoholic beverages have been determined. Accordingly, the service fee per 1000 liters has been set at 101.21 liras for beer; 168.62 liras for wine, sparkling wine, and aromatized wine; 607.21 liras for flavored beer, semi-sparkling wine, fruit wine, aromatized wine-based beverages, and aromatized wine cocktails; and 1084.29 liras for distilled alcoholic beverages.

The fixed fee for a distribution authorization certificate has been set at a minimum of 204 thousand 302 liras for beer; at least 408 thousand 601 liras for flavored beer; for wine, sparkling wine, and aromatized wine, at least 54 thousand 487 liras for an operating volume of 20 thousand liters or less, and at least 136 thousand 193 liras for an operating volume exceeding 20 thousand liters; at least 340 thousand 509 liras for semi-sparkling wine, fruit wine, aromatized wine-based beverages, and aromatized wine cocktails; and at least 489 thousand 305 liras separately by category for distilled alcoholic beverages.

The distribution authorization certificate fee based on operating volume per 1000 liters has been set at 204.23 liras for beer; 340.39 liras for flavored beer; 340.39 liras for wine, sparkling wine, and aromatized wine; 1095.88 liras for semi-sparkling wine, fruit wine, aromatized wine-based beverages, and aromatized wine cocktails; and 1957.21 liras separately by category for distilled alcoholic beverages.

The renewal fee for the distribution authorization certificate has been determined as 37 thousand 430 liras separately for each category and sub-category.

ETHYL ALCOHOL AND METHANOL PRODUCTION

The Ministry's "Communiqué on the Implementation of Articles 25 and 26 of the Regulation on the Procedures and Principles Regarding the Production, Domestic and Foreign Trade of Ethyl Alcohol and Methanol" has also been published in the Official Gazette.

According to the communiqué, which specifies the fees for certificates obtained for the production, domestic, and foreign trade of ethyl alcohol and methanol, the facility establishment compliance certificate fee will be 386.79 liras per 1000 liters of project capacity; production and operation compliance certificates and distribution compliance certificates will be 322 thousand 242 liras each; and the renewal fee for the distribution compliance certificate will be 38 thousand 635 liras.

The service fees collected have been set at 792.53 liras per 1000 liters for ethyl alcohol and alcoholic mixtures in packaging of 20 liters or less; 322.33 liras per 1000 liters for ethyl alcohol in packaging larger than 20 liters and in bulk; and 135.16 liras per 1000 liters for fuel bioethanol.
