The continent's best destinations were evaluated by Resonance Consultancy, which took into account factors such as Tripadvisor reviews, education and job opportunities, as well as dozens of other metrics.
The report examined more than 180 cities with populations of over 500,000 to determine the top 100 places to live, visit, and invest in Europe.
London topped the list for the second consecutive time. Istanbul from Turkey also managed to enter the top 10.
