Claims by CHP Chairman Özgür Özel that negotiations have been conducted between a state delegation and PKK terrorist organization leader Abdullah Öcalan for over a year were denied by the Communications Directorate. However, alleged Kandil leader Zübeyir Aydar and HÜDA PAR Chairman Zekeriya Yapıcıoğlu also stated, using similar language, that these talks are continuing.
''THE PROCESS DID NOT START WITH A HANDSHAKE''
Alleged Kandil leader Zübeyir Aydar claimed that the process has been ongoing for more than a year. Aydar stated, "The process did not start with a handshake; it goes back about a year," indicating that the talks have been going on for a long time.
Pointing out that the process did not begin on October 1, Aydar said, "There is a history to this. This business didn't just start on October 1 because Bahçeli slept, had a dream, and sent a message to the DEM Party. A certain consensus is being reached, as this delegation is meeting with Bahçeli as well, and with Tayyip Erdoğan as well. They are going back and forth under their directives."
The alleged KCK leader also claimed that contacts have taken place between Öcalan and a state delegation, and that this delegation has been informing Erdoğan and Bahçeli. Aydar claimed that the talks were known at the state level, stating, "There were contacts between Öcalan and the state delegation; the delegation informed Erdoğan and Bahçeli."
Furthermore, claiming that work is being carried out on constitutional and legal changes during the negotiations, Aydar said, "At the same time, there was already information that some lawyers and a committee were working on laws and the constitution. Information was coming in that there was such a preparation within the state."
''TURKISH INTELLIGENCE AND ÖCALAN ARE TALKING''
HÜDA PAR Chairman Zekeriya Yapıcıoğlu, known for his closeness to Hezbollah, used similar language to KCK leader Aydar, claiming that Turkish intelligence has been in contact with Abdullah Öcalan for about a year.
Speaking to Rudaw, when asked, "In your opinion, what will be the mechanism for laying down arms?" Yapıcıoğlu replied, "Turkish intelligence and Öcalan have been talking and meeting for about a year. In fact, Öcalan is providing as much information and intelligence as necessary to the delegations that come and go."
Claiming that the talks held with Öcalan have reached a certain stage, Yapıcıoğlu hinted that the process is progressing, saying, "It appears that it has reached a stage."
''STATE DELEGATION IS CONDUCTING NEGOTIATIONS''
CHP Chairman Özgür Özel spoke last week regarding the "laying down arms" call made by Öcalan and said that the state has been conducting negotiations for over a year. Using the phrase, "A four-person delegation with full authority accompanied the talks on behalf of the state," Özel claimed that members of the high judiciary were also involved in this process within the state.
Özel had claimed that constitutional work was being carried out within the state, saying, "With your knowledge, a table consisting of over 20 lawyers, including a member of the Constitutional Court and members of the Court of Cassation, as well as high-ranking judges, will be working somewhere."
He also emphasized that the process should be conducted transparently, stating, "This nation is not a nation that can be deceived like this or whose intelligence can be underestimated. If you are going to do a job, you will take responsibility for it and show the courage. The nation has given you the duty and the authority for this."
COMMUNICATIONS DIRECTORATE DENIED IT
Following Özel's statements, the Presidential Communications Directorate's Center for Combating Disinformation (DMM) issued a statement regarding the matter, announcing that the claims did not reflect the truth.
In a statement made on its social media account, the DMM included the following: "The claims that 'negotiations have been conducted for over a year. A table consisting of over 20 lawyers, including a member of the Constitutional Court, members of the Court of Cassation, and high-ranking judges, is working' are absolutely not true. There is no bargaining for any constitutional/legal change with the state in exchange for Öcalan's 'call to lay down arms and for the organization to dissolve itself'."
