According to Önal's statements, illegal betting revenues are first transferred to Southern Cyprus through shell companies in Latin America. From there, they are moved to the Turkish Republic of Northern Cyprus (TRNC).

It was stated that one name at the center of this financial network is Mustafa Egemen Şener. Şener appears as the legal owner of H Casino in Minsk, the capital of Belarus. He is also the owner of the betting site called Stantoto Betting.
According to Cemil Önal's allegations, Şener was a partner with Halil Falyalı at H Casino, and this casino quickly became one of the largest in Belarus. The main reason for this was the laundering of illegal betting revenues coming from Europe there.

Mustafa Egemen Şener's activities are not limited to Belarus. It is stated that he has also established two new companies in Georgia. Furthermore, it is alleged that he operates casinos in other hotels in Minsk as well.
